Working with Children with Behavioural Disorder at School

Despite offers such as school psychology, school social work, time-out school as well as various other external development programmes, behavioural disorder are increasingly seen as problematic. For this reason a project group has been launched to evaluate current programmes and to initiate measures in order to support schools and teachers in the work with children with behavioural disorder (e.g. guideline, measures for further education, coaching programmes). The Office of Education supports individual schools in developing school internal programmes as for example the project “School Island”.

Revision of the School Curriculum

After broad public consultation the Swiss Conference of Cantonal Ministers of Education (EDK) launched the Lehrplan 21 in 2014. Within this joint curriculum for the primary school the 21 German and multilingual speaking cantons implemented the constitutional obligation to harmonise respective school aims.

Nevertheless Liechtenstein does not take part in Lehrplan 21, the country is member of D-EDK and is strongly orientated towards the Swiss education system. Within the Liechtenstein curriculum the country has been able to guarantee the admission to vocational programmes especially in the canton St. Gallen, secondary schools as well as higher education institutions so far.

The implementation of the Lehrplan 21 in the German-speaking cantons now requires either a revision of the Liechtenstein curriculum or the takeover of the Lehrplan 21.

On behalf of the government a work group is now checking concrete examples in order to evaluate them and to determine respective consequences.
The work group consists of representatives of the office of education, head of schools of the primary and secondary schools as well as the Liechtenstein Gymnasium. After the evaluation, the office of education is in charge of developing a project plan and implementation until 2016.

Class Support within School Integration

For the school year 2013/14 and 2014/15 the Office of Education launched the pilot project Class Support for School Integration. Within the project class teachers and remedial teachers get support in their work with pupils from the so called class supporters. These are people with a completed vocational training and practical know how in the work with children and youth as well as experience in dealing with disability as an asset.
The class supporters assist teachers and help children to improve their self-dependences. Within the current budget this project helps to intensify the one to one care situation.

The class supporters are supervised by the headmasters.

Parents Involvement

In the course of a critically discussed school reform project (2005-2008) the parents association started to get more involved in certain dialogues. Subsequently the cooperation between schools and par-ents was becoming increasingly important. From both sides, parents association and Office of Education various measures to better in-volve parents in the process of school development were evaluated.

2015 a national guideline was developed that gives parents and schools the framework conditions for parents involvement.

Bilingual Matura

With the government’s decision the introduction of bilingual teach-ing at the Liechtenstein Gymnasium for the school year 2010/11 got approved. The framework conditions regulate the restriction of the bilingual class on both profiles “New Languages” and “Lingua” and in the subject maths and geography as well as economics and law. They further regulate the requirement criteria for pupils as well as the additional discharge for teacher who teach bilingual.

The trial lasted until end of school year 2015/16 and got evaluated after the school year 2014/15. The evaluation contained expertise on language and skills, school and teacher statements as well as a pupil evaluation. In March 2016, the government approved the de-finitive implementation of the bilingual offer.

Revision of BMS Curriculum

With the decision of the government, the process of the revision of the curriculum, running since 2012, was concluded. The revised curriculum came into force with begin of the school year 2015/16. In the curse of the curriculum revision and the introduction auf the acceptance process questions about teaching and organisational aspects have been risen. In the year of the report a work group consisting of four teachers was ordered to discuss necessary or desirable structural changes at the BMS. A final report is supposed to be handed out to the office of education end of the school year 2015/16.

ARGOS

Within the project ARGOS the review of the upper level of the Gymnasium has started. Several concept groups work out proposals that function as basis and preparation for the decision making process in February 2017. The following areas are discussed and worked on: Base classes instead of profil classes, fostering the natural sciences, reorganisation of optional courses, reorganisation of the project weeks and revision of the promotion regulation.
