The Italian State arose quite recently (1861) and it was a monarchy until 1946, when it was transformed into a republic through a referendum. The new Constitution of the Italian Republic came into force on the 1st of January 1948. Since its constitution, the Italian State has a law system based on liberal-democratic principles; however, from 1922 to 1945, the Italian State underwent a deep change and became a dictatorship (fascism) which lasted until the end of the Second World War.

The Constitution of 1948 pays a strong attention to ethic, social and economic aspects. The Italian Constitution allowed the functioning of democracy for almost 60 years. However, in the last two decades, the text of the Constitution has been modified to ensure more government stability (giving more power to the central and peripheral governments),to reform the system of local autonomies towards federalism and to simplify the legislative process. In 2001, the Title V of the Italian Constitution on the responsibilities of the State and local authorities was reformed. In 2014, Provinces have been reorganised and a new constitutional reform process started. The reform, which has not yet completed the approval procedures, foresees the replacement of the elective Senate with a chamber of representatives of the Regions and municipalities, easier legislative approval procedures, slightly different procedures for the election of the President of the Republic and modifications to the distribution of competences and responsibilities between the State and the Regions.

The Italian foreign policy has always referred strictly to the two following points: adhesion to the western alignment and NATO, during the subdivision of the world into two blocks, and the participation in the economic and political processes for European integration. Indeed, Italy was one of the foundation countries of the ECSC (European Coal and Steal Community) in 1951, EEC (European Economic Community) in 1957, European Union in 1991 and one of the first countries to adhere to the EURO.
