The reform of the adult education system has been gradually applied (in 9 Regions) starting from school year 2013/2014. In school year 2014/2015, the re-organization of the Centres has started with the replacement of the previous CTPs with CPIAs. In addition, in the same school year, 56 CPIAs have been activated. It is expected to be fully applied within 31 August 2015 since CPIAs and second level courses will be established from the 1st of September 2015 throughout Italy and, as a consequence, regulations on adult education (Presidential decree 263/2012) will be fully implemented in school year 2015/2016.

According to the reform, the implementation of the new adult education system will be accompanied by national initiatives for the professional development of CPIA staff. For this reason, in February 2015 the Ministry of education has issued Guidelines for the Activity Plan for Innovation of Adult Education (P.A.I.D.E.I.A).

P.A.I.D.E.I.A. aims at planning and providing professional development activities to support CPIAs’ autonomy; P.A.I.D.E.I.A.’s activities are destined to staff working at CPIAs and staff working in schools where second level pathways are based (and/or staff working at CTPs and in evening courses non yet included in the new system). The bodies in charge of implementing the Plan are Indire, Invalsi and the Regional School Offices of 7 Italian Regions (Lombardy, Veneto, Friuli Venezia Giulia, Emilia Romagna, Tuscany, Umbria and Apulia) where CPIAs already are already operating.

Eight seminars, on six intervention areas referred to CPIAs, have been organised (March-May 2015) with the aim of developing 18 products (3 for each intervention area). Such products will be the basis for materials that CPIAs will be able to use or amend for their specific actions.

In June 2015, Indire will draw a monitoring report on the activities and on the types of products developed by the Regions involved in P.A.I.D.E.I.A. national plan.
