Education at the upper secondary level is governed by the Upper Secondary School Act of 2008.


The Upper Secondary School Act primarily defines the framework for education at that level, its objectives and the role and responsibility of the State and local municipalities and other parties that are involved in providing education at this level.


More detailed provisions regarding the implementation of upper secondary education are to be found in the regulations which the Ministry of Education, Science and Culture issues on the basis of current legislation. In addition, the Ministry issues National Curriculum Guide which, among other things, describe the objectives and contents of individual branches of study. The National Curriculum Guide is equivalent to a ministerial regulation and is currently under revision.


The National Curriculum Guide related to some vocational branches of study continually being revised by the different occupational councils.
