There are two types of staff involved in monitoring the quality and effectiveness of education at schools in Hungary:

  • teachers and school heads themselves,
  • registered external experts.

Both teachers and school heads are involved in the annual National Assessment of Basic Competences organised by the Educational Authority. School heads are responsible for ensuring the conditions for carrying out the assessment, for providing data on students necessary for the preparations for the assessment, for ensuring compliance with the rules of the assessment. Both teachers and school heads participate in carrying out the assessment. External experts, registered in national lists of educational experts, have several roles:

  • providing support for kindergartens and schools,
  • participating in examination boards at secondary school leaving examinations,
  • carrying out inspections.

In 2013, a national system of pedagogical and subject-specific inspection, carried out every five years by the Educational Authority and government offices relying on educational experts, was set up. It involves schools and kindergartens in the public and private sector as well. Teachers, school heads and the operation of the school are inspected. In addition, the school head may also start an inspection to evaluate the quality of teaching at the school or the quality of work of individual teachers. In this case, the inspection is also carried out by an external expert.

 

Requirements for Appointment

The criteria of being included in the national list of educational experts, registered by the Educational Authority include having a clean criminal record, holding a degree in teaching and passing a post-graduate specialist teaching examination, having ten years of teaching experience as well as being employed as a teacher or having left a teaching position less than 5 years ago. Additionally, the Educational Authority may also grant authorisation for experts who have relevant higher education degrees, 10 years of relevant experience and are acknowledged experts of their field.

Registered experts have to accomplish a 60-hour training course organised by the Educational Authority in order to participate in a national pedagogical and subject-specific inspection.

During the pedagogical and subject-specific inspection, teachers can only be inspected by registered experts who have a teaching qualification for the same subject as the teacher inspected. School heads are inspected by 2 registered experts specialising in administration and governance, one of whom has experience and qualification in school management. Schools/kindergartens are inspected by a team of 3-5 registered experts depending on the number of students/children and the range of tasks the institution fulfils.


Conditions of Service

In addition to teaching, teachers have to deal with other education-related professional tasks in their working time including assessment and evaluation. The heads of teams of teachers carrying out e.g. evaluation tasks are eligible for extra remuneration. Similarly, the supplement for form teachers is aimed to cover evaluation and assessment tasks relating to their class. School heads have the right to assign teachers for various professional tasks in addition to teaching in their working time (including measurement and evaluation activities).

Inspectors enter into a service contract with government offices as natural persons for carrying out inspections. Inspectors cannot be instructed to visit institutions where they themselves or one of their close relatives are employed or were employed as teachers during the two years prior to the inspection. Their remuneration is 15% of their monthly basic salary for inspecting one teacher/school head and 20% for inspecting a whole institution.
