As one of the reasons for the prolongation of higher education studies is failing to acquire a language examination certificate (a prerequisite for obtaining a degree), the government has launched a programme offering free-of-charge foreign language courses for young people who completed their higher education studies but were unable to obtain their degree because of failing to pass a language examination. Language schools offering the courses were selected and participants started enrolling to courses in August 2014 taking them from level B1 to B2. Participants failing to pass the language examination at the end of the course will have to repay 50% of the training costs. The programme will run until December 2015. It has a budget of 3 billion HUF, funded from the National Employment Fund, and is aiming to involve nearly 10,000 young people.

Several changes were made to the structure of initial teacher education in 2013 to ensure quality and increase the proficiency and subject knowledge of teachers. The duration and significance of practical training is also increasing. An oral aptitude test was included in the admission procedure in 2013.

The high dropout rate in higher education is an obstacle to increasing the share of graduates. One of the main reasons for student drop-out is the lack of information related to study and career options. In the interest of the better planning of studies, student advisory systems and career services were reinforced in a national level project (SROP 4.1.3 phase 2) between March 2012 and September 2014. The objective was  to enable students to flexibly find their way amongst the various study and accreditation procedures and to develop their skills. It involved connecting already existing services and developing the graduate career tracking system, the National Qualifications Framework and the system of the validation of prior knowledge. It had a partly EU funded budget of nearly 1.5 billion HUF.

With regard to the high drop-out rates and the prolongation of studies, it is also one of the aims to enhance students’ sense of responsibility and motivation. Since 2012, the state has required new entrants studying at state-funded places to obtain a diploma within one and a half times the prescribed study time. Otherwise students must repay 50% of the state support.

Since September 2012, new entrants to higher education may opt for a restricted-use loan at 2% interest under the "Student Loan 2" scheme, which can only be used for financing the tuition fee - in addition to the traditional unrestricted-use "Student Loan 1" at an interest rate of 7.5%.

The Campus Hungary mobility scholarship programme, co-funded by the ESF, was set up in the autumn of 2012 for supporting student mobility. So far more than 4200 students have been awarded a scholarship. It is coordinated jointly by the Balassy Institute and the Tempus Public Foundation.
