School Education

In order to assure the quality of the Hungarian education system, the government has modified the structure of the network of schools and introduced a new governance and control model. The maintenance of primary and secondary schools has changed: in most cases the municipality continues to operate the infrastructure of schools but the central level has taken over several tasks. The state defines catchment areas and curricula, employs teachers and other educational staff. Municipalities and schools are not in charge of quality development any more; a school-district level governance and a national inspection system for checking and evaluating teaching was introduced instead. The Parliament adopted the relevant law in December 2011, relating lower level regulations were adopted later and took effect gradually after autumn 2013.

External evaluation has uniform rules and procedures at all levels of school education (kindergartens, basic and upper secondary schools). The minister responsible for education is in charge of the national pedagogical-professional evaluation. It is a continuous external evaluation of institutions, evaluating each institution every five years. The internal evaluation of institutions is also important in the quality improvement process, since the external evaluation relies on the internal evaluation and also on the results of students at standardised tests.

Higher Education

In line with European trends, there have been significant changes in the Hungarian higher education system in the past decade, which required the establishment and operation of a quality improvement system. The major elements of quality assurance have been included in the Higher Education Act. From 2005, the Act firmly required the establishment and operation of quality assurance systems of education and research at higher education institutions and also defined the responsibilities of the ministry. The Act did not specify criteria and procedures for the internal quality improvement of institutions but encouraged the use of quality management systems based on self-evaluation.

The new Higher Education Act, effective from 2012, does not contain specific requirements for quality improvement either. However, the Government Decree on Quality Assessment and Improvement in Higher Education stipulates that it is primarily the responsibility of higher education institutions to ensure the quality of teaching, research and artistic activities. The Hungarian Accreditation Committee plays an important role in quality assurance. Its main task is to accredit institutions and their programmes but on request of institutions it may also evaluate their quality assurance programmes. In addition, the minister responsible for education may ask the Committee to evaluate higher education institutions and prepare a report about them for developmental purposes. In 2013 a government decree was adopted to recognise the best institutions and faculties as “priority” or “research” university/faculty or as a college of “applied sciences”. It also specifies the recognition and support of academic excellence (of students, academic staff and researchers).

Adult Education and Training

Adult education taking place at schools and higher education institutions is regulated by the legislation regulating the sector concerned (i.e. school education and higher education) in general and regarding quality assurance. Adult learning taking place at adult training providers outside the school system is mainly regulated by the Adult Training Act and related regulations.

Since the new Adult Training Act has been phased in since 2013, some training programmes are still regulated by the “old” Adult Training Act (2001). According to the 2001 Act, the registration of providers was obligatory, while programme and institution accreditation were compulsory for some types of providers and programmes. The new Act of 2013 contains more demanding quality assurance requirements for some types of training programmes (those included in the National Qualifications Register, other vocational programmes and foreign language programmes) and fulfilling them is a prerequisite for registration and launch. Licensed adult training providers have to set up their own quality assurance systems in line with the legal regulations. The National Office of Vocational Education and Training and Adult Training licences and controls adult training providers.
