Local municipalities are obliged to provide kindergarten education and care, but it is also possible for churches, foundations, business associations and private persons to take part in the performance of duties. Local municipalities have the right to decide how and in which institutional structure they intend to comply with their obligation to perform their tasks.

There are 2853 institutions that perform tasks in the field of kindergarten education. (One institution may, however, consist of more than one member institutions or locations where tasks are performed; their total number is higher than 4500). The majority of the 2853 institutions are operated by local municipalities (see the Table below). The rate of institutions operated by churches or foundations is lower than 10%. The rate of state-operated and for-profit kindergartens is even smaller.

With regard to kindergarten education, the same rules apply to church-operated, foundation-operated or private kindergartens as to kindergartens operated by municipalities.

Kindergartens may also operate as institutional units of multipurpose institutions. In such cases, the operator integrates the tasks of various public education institutions into a single institution. Such tasks may include tasks that are not related to public education. However, even in such schemes, all rules pertaining to the performance of kindergarten tasks must be complied with.

Local municipalities may perform the tasks of kindergarten education and crèche care within the framework of independent and unified kindergarten-crèche institutions. Such unified institutions may be set up if, due to the low number of children residing in the settlement,

  • the local municipality is not obliged to organise crèche care, 
  • and the number of children does not make it possible to set up kindergarten groups of at least 20 children.

 

Family day care facilities do not form a part of the system of public education; they may offer supplementary services.
