European, Global and Intercultural Dimension in Curriculum Development

As regards Tertiary Education, and especially the Bologna Follow Up process, Greece focuses on the removal of obstacles and the facilitation of academic, administrative staff and student mobility. At national level, Greece has concluded bilateral and multilateral agreements with several countries in order to promote cultural and educational cooperation, while, at institutional level, all Universities and Technological Education institutions cooperate with foreign institutions, participating in programmes such as "Erasmus+" and other European, regional or OECD programmes. 

The main concern of the Ministry of Education, Research and Religious Affairs is to transform Greece from a country sending students abroad to an international destination, by upgrading the quality of the Greek Higher Education Institutions. The International Hellenic University operates within this framework and offers postgraduate courses exclusively in English. Furthermore, Greece supports the award of joint degrees between domestic and foreign tertiary education institutions, as well as international cooperation. The adoption of ECTS credit system contributes towards this direction.

It is also worth noting that first-cycle programs include mandatory courses for learning at least one foreign language (Law 4009/2011). Moreover, according to Article 44 of the same law, courses can be taught in full or in part, exceptionally, in a foreign language. Still, the Organisational Charter of an institution may provide for the organisation of programs for teaching the Greek language to foreign students or for teaching a foreign language to Greek students, beyond the compulsory foreign language for receiving their degree.

On the other hand, the European Commission's effort to support the policy of promoting multiculturalism and multilingualism in the framework of the Lifelong Learning Programme Erasmus provided support for the organisation of Erasmus Intensive Language Courses (EILCs). Greece successfully participates in the programme both as a home and a host country. Institutions that participated in EILC are as follows: Mediterranean Agronomic Institute of Chania, National and Kapodistrian University of Athens, University of Ioannina, TEI of Patras, University of the Aegean, University of Crete, Aristotle University of Thessaloniki.

Erasmus+ Online Linguistic Support (OLS) is a European Commission online tool offering students with one of the six languages (English, French, German, Italian, Spanish, Dutch) as the main language of instruction or work, the opportunity to assess their proficiency skills.  More specifically, OLS language assessment is mandatory for all students who have been selected for study or work placements abroad. It is carried out before the mobility with online language assessment tests that evaluate language proficiency. Based on assessment results (A1 to B1), participants may access online language courses during their mobility period (optionally). For students who have received assessment results between B2 and C1, there is an option to access online language courses in a language other than that of instruction or work. At the end of the mobility period, students are sitting a second language test in order to assess their progress in language proficiency.

Special emphasis is placed on the following subject areas: International Relations, International and European Finance, Political Science and Diplomacy, Institutions of the European Communities, the European Union and International Organisations.
The Department's programme of studies has two directions:

a) Political Studies and Diplomacy

b) International and European Economic Studies

The degree offered by the Department is a single one. The aim of the Department's academic programme is twofold: to train students in the modern environment of International and European Relations, and to prepare them for employment in the fields of Foreign Policy, Diplomacy and Defence, as well as in the services and organisations of the European Union.

Department of International StudiesThe Department of International Relations offers undergraduate and postgraduate programmes of study and has a mission to facilitate research on a broad range of themes touching upon international and state policy issues.  More specifically, the programme studies international organisations, relationships between states regulated by international law, the history of the European Union and its founding, constitutional principles. It also examines international affairs existing in the private sector. The Cycle of International and European Studies covers two scientific fields: International Studies and European Studies. European Culture Studies
The course focuses on Europe and the evolution of European culture and aims to offer a European field and culture comprehensive knowledge.

ARISTOTLE UNIVERSITY OF THESSALONIKI

INTER-DEPARTMENTAL PROGRAMME OF POSTGRADUATE STUDIES ON EUROPEAN LITERATURE AND CULTURE

The programme is organised by all Foreign Languages and Literature Schools, as well as the School of Philology (especially the Department of Medieval and Modern Greek Studies). The programme awards a Postgraduate Specialisation Diploma in the study of European literature and European culture.

Partnerships and Networks

Erasmus Mundus

Erasmus Mundus Masters Courses (EMMCs) offer joint international programmes of outstanding quality corresponding to 60, 90 or 120 ECTS. These are implemented by international Higher Education Institution Partnerships and -in some cases- by other educational and/or non-educational partner organisations with extensive experience and involvement in fields of study/professional sectors examined in the joint programme.

Higher Education Institutions participating in these Partnerships must be awarding postgraduate degrees that are recognised by the respective National Agencies.

Partnerships consist of: The Applicant/coordinating institution, the Partners and the Associate partners (optional).

EMMCs award joint higher education qualifications (awarded by at least 2 Higher Education Institutions based in two different Programme Countries and properly certified by these countries) or multiple diplomas (at least two, awarded by Institutions based in different Programme Countries and properly certified by these countries).

Erasmus Mundus Masters Courses (EMMCs) seek to:

    A. enhance quality in education, promote innovation, excellence and internationalisation for Higher Education Institutions;

   B. increase quality and attractiveness in the European Higher Education Area (EHEA) and support EU’s external activities in Higher Education through fully funded scholarships for the world's best postgraduate students;

    C.  help master's graduates improve their skills and talents and connect them to the labour market through increased involvement of employers.

Erasmus Mundus Masters Courses is a Central Action managed by the European Commission. Interested organisations (Higher Education Institutions) have to apply to the Education, Audiovisual and Culture Executive Agency (EACEA) located in Brussels.

UNESCO Chairs

University Twinning and Networking (UNITWIN) is a programme established in 1992 implementing a resolution of the 26th session of the UNESCO General Conference. The programme for UNESCO Chairs aims at promoting research and training as well as developing programmes in Higher Education through university networking and encouraging inter-university cooperation at an international level. 

Today the programme counts 715 UNESCO Chairs and 69 UNITWIN Networks in 830 institutions from 131 countries. Data is available for the Chairs and Networks, which cover a wide range of scientific fields. Information is also available on the contact persons, the participants, the developments in their cooperations as well as the publications for each and every one of the scientific fields.

The pilot programme on youth mobility, implemented through the Mediterranean Office of Youth which is comprised of 16 members, Greece included, was developed to promote attractive choices from the Mediterranean area. ΜΟΥ promotes the development of joint study programmes with the participation of at least two Higher Education Institutions of different countries, focusing on postgraduate and doctoral programmes of study.

Miscellaneous

Especially as regards Higher Education, following the meetings of Bologna (1999), Prague (2001), Berlin (2003), Bergen (2005), London (2007) and Leuven (2009), Greece has started to place special emphasis on and become active in the Bologna principles implementation as regards the academic recognition of degrees, the credit accumulation and transfer between programmes of studies and higher education teaching process evaluation. The Ministry of Education participates in the Bologna process aiming at contributing to the creation of the European Area of Higher Education. It also participates in the Copenhagen process, aiming at reinforcing transparency, recognition and quality in vocational education.

The Ministry of Education, Research and Religious Affairs, in collaboration with the Ministry of Foreign Affairs, the Centre for the Greek Language, the World Council of Hellenes Abroad, and the Greek Foundation of Culture reinforces and supports the operation and development of Departments of Greek Studies in important international Universities in order to promote the country and its culture at international level. 

Furthermore, the Ministry of Foreign Affairs reinforces Cultural Centres’ operation in foreign countries. 

The Ministry of Education, Research and Religious Affairs, in collaboration with the Ministry of Foreign Affairs, supports the Institute for Byzantine and Post-Byzantine Studies in Venice. The institution serves scientific and research objectives.

The Ministry of Education, Research and Religious Affairs co-finances and supports through the State Scholarships Foundation the operation of the European University Institute of Florence, the European Agency for Development in Special Needs Education and the European Schoolnet.
