In Greece, besides State Schools, Private Primary and Secondary Education Schools operate, not belonging to the State, but established and maintained by Natural Persons or Legal Entities. They fall, however, under the competence of the Ministry of Education, Research and Religious Affairs that exercises supervision and control through regional administration bodies, just like in the case of State Schools.

Pursuant to Law 682/1977, Private Schools are organised similarly to State Schools; they award certificates similar to State Schools and adhere to the timetable and the teaching curriculum in force. Private education encompasses the same types of schools as State Schools, including Vocational Upper Secondary Schools and Vocational Schools.

Foreign-private Lower and Upper Secondary Schools operate, established either by foreign nationals (Natural Persons or Legal Entities) or by a competent public authority of a foreign state, as the outcome of bilateral educational agreements signed between Greece and other states. The existence of a transnational agreement does not substitute the operation license. Should a Private School be established by a public authority of a foreign state, it is immediately placed under the supervision and responsibility of the relevant embassy while school operation is supervised by the Greek Ministry of Education.

Foreign schools, according to their curriculum, are distinguished in:

  • Foreign schools following the educational programme of the foreign country and addressed to foreign nationals living in Greece. Based on Law 3794/2009, schools adhering to the curriculum of an EU-Member State allow for Greek pupils attendance without restrictions, whereas, in schools following the curriculum of a third country, Greek pupils attendance is allowed after permission by the Ministry of Education, Research Religious Affairs and under certain conditions.
  • Foreign schools with a Greek curriculum, following the same educational programme as Greek State Schools, placing emphasis on foreign language teaching and cultural elements and addressed to Greek nationals.
  • Foreign schools with a Greek and foreign educational programme offering two separate curricula, Greek and foreign, addressed to Greek and foreign nationals.

It should be noted that Greek language is compulsory in all foreign schools, even if they follow exclusively a foreign curriculum.

Post-secondary Private Education (post-lower secondary/post-upper secondary education) includes the private Vocational Training Institutes (ΙΕΚ) offering initial or continuing vocational training just like the state IEK. The curricula and specialisations are common to the ones of state Vocational Training Institutes; whether state or private, Vocational Training Institutes lead to the acquisition of a certificate recognized at national level.

Post-upper secondary education includes Colleges. They provide non formal education and training in Greece to graduates of upper secondary education. Pursuant to Law 4093/2012, as modified and applying, natural persons, legal entities and associations of persons and public entities are granted license to establish private Primary and Secondary education schools, Colleges and private Vocational Training Institutes (IEK), by a decision of the Minister of Education, Research and Religious Affairs, published in the Government Gazette. Prior to granting an operation license to the above, the National Organization for the Certification of Qualifications & Vocational Guidance formulates an opinion addressed to the Minister of Education, Research and Religious Affairs ‘pertaining to the contribution of building requirements’ for granting a license.
