Establishment of National Council of Education and Human Resource Development (ESEKAAD)

Law 4452/2017 establishes the National Council of Education and Human Resource Development (ESEKAAD), which constitutes an advisory body to the Minister of Education, Research and Religious Affairs.

The Council is founded with the view to provide advice and scientific guidance for issues of imperative importance related to educational policy design.  The context is within that of promoting knowledge, viable development, best possible use of manpower’s skills and competences, promotion of inclusive employment and the interconnection of education with the labour market and employment.

The Council consists of twenty-two (22) members for a term of three years.  At its meetings, the Council may invite various experts, officials or bodies for providing additional information, counsel or recommendations pertinent to the issues under discussion.

2014

€800 subsidy granted to IEK graduates

In the framework of the Operational Programme "Education and Lifelong Learning " of the National Strategic Reference Framework 2007 – 2013, public and private Vocational Training Institute (IEK) graduates having begun their internship since 01-10-2008 until 06-30-2015 and completed it no later than 31-12-2015, are eligible to receive paid subsidy of eight hundred (800) euro per semester.

The action involves the implementation of programmes of (optional) practical training for graduates of public and private IEK, so as to improve the labour market relevance of initial vocational training. The purpose of the action is to assimilate and complement the theoretical knowledge and laboratory courses in a real working environment and to adapt the knowledge to the actual needs of the production process.

The internship program aims at improving the processes of integration in the labour market by strengthening the skills and abilities of graduates. The programme provides payment of up to €800 for a 6-month internship period in a public or private body, insurance against risk, accident etc.

9,200 IEK graduates are expected to be the ultimate beneficiaries of the programme. The programme is implemented by the Institute for Youth and Lifelong Learning, INEDIVIM http://www.inedivim.gr

8500 University and TEI graduates are to participate in a practical training programme implemented by the Greek Manpower Employment Organisation (OAED)

Upon recommendation of the Special Secretary for the Management of European Resources, the Minister of Education and the Deputy Minister of Development decided to transfer €45 million from funds of the NSRF (National Strategic Reference Framework) to the Greek Manpower Employment Organisation, in order to implement the training programme for 8.500 graduates of Universities and Technological Educational Institutes.

The practical training programme will last for 6 months and will provide full insurance coverage.

A relevant call is going to be published in early September and the implementation of the program will begin in mid-October.

Regulation of issues related to vocational education and training

Law 4283/2014 established the following vocational education and training titles:

a. Degree of Professional Specialisation, Education and Training, Level 3, issued for graduates of Vocational Training Schools (SEK) after certification,

b. General Upper Secondary School Leaving Certificate, Level 4, issued to graduates of the General Upper Secondary School

c. Vocational Upper Secondary School Leaving Certificate, Level 4 (equivalent to the Certificate of General Upper Secondary School), awarded to graduates of grade C of Vocational Upper Secondary School (EPAL) after school internal examinations,

d. Degree of Professional Specialisation, Education and Training, Level 4, which is awarded to graduates of grade C of Vocational Upper Secondary School (EPAL) after participation in school internal examinations,

e. Degree of Professional Specialisation, Education and Training, Level 5, issued to graduates of the Apprenticeship Class of EPAL, after certification,

f. Diploma of Professional Specialisation, Education and Training, Level 5, issued to Vocational Training Institute (IEK) graduates after accreditation,

g. Certificate of Adequacy, issued to professionals who attend a Continuing Vocational Training program in a Lifelong Learning Centre (KDVM), in accordance with the applicable job profile, and with the purpose of modernising or upgrading knowledge, competences and skills for their profession.

Graduates of SEK and IEK may participate in exams for the certification of their initial training. These exams are conducted by the National Organisation for the Certification of Qualifications and Vocational Guidance (EOPPEP). Where appropriate, for the purpose of organising and conducting the certification exams, EOPPEP may ask the involvement of ministries which grant such licenses to practice for specific disciplines. Successful participants of certification exams receive the professional license corresponding to the particular level of qualification, along with the Degree or Diploma of specialisation. By joint decision of the Ministers of Education and Finance issued upon EOPPEP Board's recommendation on the basis of framework agreements with Commercial Chambers or scientific associations, the specific certification system of initial vocational training in all specialisations for IEK and SEK graduates is defined. By the same decision, a Central Examinations Committee for the Certification of Training (KEEPEK) is established within EOPPEP. A similar decision defines the certification system of continuing vocational training of Lifelong Learning Centers (KDVM) graduates, who attend a programme of Continuing Vocational Training in accordance with the applicable job profiles.

Expansion of the Apprenticeship System

A rigorous effort is currently under way concerning the dual system of apprenticeship in vocational education and training, in collaboration with the Ministry of Labour, Social Security and Welfare and the Manpower Employment Organisation (OAED); the aim is to sensitise the private sector as regards the new institution, and to develop partnerships between education establishments and businesses.
