Learner Mobility

Erasmus+ Key Action 2 offers mobility opportunities for adult learners: Strategic Partnerships in Adult Education promote the development and promotion of transnational partnerships between organisations involved in adult education or other interdisciplinary organisations pertaining to education, in order to return positive long-term results for the benefit of the participant organisations, the policies that produce such actions, and the individual (direct or indirect) participants.

 Eligible to participate in Strategic Partnerships for adult education are all organisations actively involved in education, training and youth activities or other fields, and all interdisciplinary organisations involved in activities pertaining to adult education (such as local and regional authorities,  recognition and validation centres, cultural organisations). The duration of the project is 2 or 3 years and must be decided during the initial stage of the application process. It depends on the project objectives and the types of activities that will be gradually developed. One of the assignment criteria used for assessing projects is the quality in designing and implementing activities. The recognition and validation process regarding the participants’ learning skills must be sufficiently regulated with the use of European tools and in line with the appropriate transparency and recognition principles. Applications are submitted to the respective National Agency of the country that accommodates the applicant organisation.

Teacher and Trainer Mobility

Erasmus+ Key Action 1 for staff mobility in adult education offers the opportunity to staff working in adult education organisations to improve their basic skills through transnational mobility activities. These activities aim to improve the quality of teaching and learning practices and develop connections with the job market and the society in general. Through student mobility activities, participants can provide teaching or training services in partner agencies based abroad, take part in structured cycles of courses and perform job shadowing observations in an adult education organisation based abroad.  Erasmus+ learning mobility for staff:

• is part of the European Development Scheme for sending organisations (aims to modernise and internationalise their mission),

• meets clearly identified staff-development needs

• comes with a series of measures for the selection and preparation of post-mobility activities

• ensures that learning outcomes are properly recognised, disseminated and widely used within the organisation.

Eligible to apply for staff mobility schemes for adult education are only adult education organisations as well as adult education national partnership coordinators located in Programme Countries. Applications can be submitted online only. Submission deadline is specified each year by the European Commission  and is announced through the Applicant’s Guide. Individuals are not eligible to apply directly for grants.

During the initial stage of the application for a grant, no other should be named apart from the sending organisation. However, in the case of national partnership schemes for adult education, partnership members must all come from the same Programme Country; it is required that individuals are specified on the application for the relevant grant. Partnership must consist of at least three adult education organisations.

During the implementation of the mobility scheme, the minimum number of organisations required is two (at least one sending organisation and at least one receiving), each from a different country.

These schemes last

from 1 to 2 years. Applicants are requested to specify, on their application, the duration of the scheme, taking into account the objectives and the nature of the planned activities for the respective period of time.

Activities last

from 2 days to 2 months, excluding travel time.

List of Activities

An adult education mobility scheme must include one or more of the following activities:

• Teaching/training assignments,

• Staff training

At the end of the mobility period, sending and receiving institutions must jointly issue a Europass mobility certificate.

Participants are entitled to funding (allowance) for covering round-trip travel expenses from the origin location to the destination location where the activity is taking place. They are also entitled to subsistence allowance. It is possible to include allowance for covering pedagogical, intercultural and language preparations as well. Moreover, additional disability-related expenses are also covered. Finally, course fee expenses are covered.

Regulations on salary payments administered to teachers/training coordinators by the organisations apply in certain cases only.
