Early Childhood Education and Care

Pre-school education and care is provided to children under 4 years of age at baby and day nurseries. Pre-school education and care is not part of the formal educational system which in Greece begins with the enrollment to Pre-primary school.

Baby and day nurseries that are municipal public law legal entities are managed by a Board of Directors, whose members are appointed by the respective Municipal Council.

Primary responsibility for education management, formal and non-formal, in all fields, services and levels lies with the Minister of Education and Religious Affairs while partial management and guidance  competences  are allocated per education level as follows:

Early Childhood and School Education

The management of all schools throughout the country belonging to the first two levels of the formal education system (Primary Education -Pre-primary school and Primary school- and Secondary, compulsory and non-compulsory  education), is supervised at central level by the Scientific Advisory Services and Boards operating at the Ministry’s Central Service. At regional level, administration is exercised by the relevant Regional Education Directorates directly subsumed under the Minister‘s authority. At prefecture level, administration is delivered by the Directorates of Primary and Secondary Education, which are operating under the respective Regional Directorates of Education, while at Primary and Secondary Education School Unit level, administrative control is exercised by the relevant administrative bodies being the Head, the Deputy Head and the Teachers’ Board.

The Educational Policy Institute (IEP) is the competent body, at national level, as regards Primary and Secondary Education quality control. IEP’s aim is to conduct scientific research, investigate issues pertaining to primary and secondary education and provide continuing scientific and technical support for the planning and implementation of the educational policy applied to the issues in question. At Regional level, responsibility for pedagogical guidance lies with the Head of Scientific- Pedagogical guidance whose role is to supervise the way in which the Region’s School Advisors exercise their duties. The said Advisors, in turn, are responsible for providing scientific and pedagogical guidance and support to the teachers employed in groups of schools in the region to which they belong.

Higher Education

Higher Education Institutions are self-governed Legal Entities of Public Law .

The Laws governing the organisation, operation and management of Higher Education Institutions in Greece are Law 4009/2011 and its complementary / amending Law 4076/2012 and Law 4386/2016. Pursuant to the abovementioned Laws, Higher Education Institutions’ administrative bodies operate at Institution, Faculty, and Department Level respectively. Therefore, Universities‘administrative bodies comprise the Council, the Rector and the Senate while Technological Institutes’ administrative bodies comprise the Council, the President and the TEI Assembly respectively. At faculty level, administrative bodies comprise the Dean, the Dean’s Office and the Faculty’s General Assembly. As regards TEIs’ administrative bodies, they comprise the Faculty Director, the Faculty Director’s Office and the General Assembly. Finally, at Department level, the President and the Assembly constitute the Department’s administrative bodies.Finally, at Faculty level, administration is delivered by the President and the Assembly and (provided that Departments have been set up) the Head of the Department and the Assembly of the Department

Lifelong Learning

At central level, the General Secretariat for Lifelong Learning and Youth (GGDBM) of the Ministry of Education, Research and Religious Affairs, plans a public lifelong learning policy, determines the relevant rules and prepares the corresponding National Lifelong Learning Programme. Moreover, it supervises the implementation of the abovementioned public policy, rules and programme and coordinates the entire Lifelong Learning management system.

Two Laws regulating the provision of Lifelong Learning Services in our country are Laws 3879/2010 and 4186/2013 as amended and in force. More specifically, by virtue of Law 3879/2010, inter alia, the National Lifelong Network is established, the Registers kept are specified while the collective bodies’ role and the regions and Municipalities’ involvement are outlined. Under Law 4186/2013, as amended and aupplemented by Laws 4264/2014, 4386/2016 and 4403/2016 non-formal education agencies are acquiring a more specific oriented role.
