Law 3879/2010 introduces the National Network for Lifelong Learning, which brings together administrative bodies and lifelong learning service providers.  Law 4186/2013 defines issues of organisation and administration of lifelong learning bodies.

A few bodies and programmes which provide lifelong learning are:

  • Second Chance Schools, for adults who have not completed compulsory education.  There are 63 such schools, out of which 8 are located within correctional institutions.
  • Vocational Training Schools, attended by graduates of compulsory formal education. There are 4 in the country.
  • Vocational Training Institutes are intended for both non-compulsory secondary education graduates (General and Vocational Upper Secondary Schools) and for Vocational Training Schools (SEK) graduates.  There are 138 Public Vocational Training Institutes and 79 Private Institutes of Vocational Training in Greece.
  • Life Long Learning Centres Ι and ΙΙ, which offer continuous vocational training and general education.
  • Colleges, which provide post-secondary education and training services exclusively based on validation agreements and franchising with foreign higher education institutions, certified by the competent authorities in the country where they are based, which lead to a bachelor degree after at least three years of study or to a master’s degree.  There are colleges mainly in the larger cities of Greece.
  • Higher Education Institutions.  According to Law 4009/2011, these institutions may organise and provide lifelong learning programmes, which lead to corresponding certificates of informal education.  The criteria and procedures for the approval of lifelong learning curricula, the special terms and conditions of their operation, their administrative bodies, the terms and the procedure of their definition, as well as the way of accepting new students are defined by the organisation of each institution.  Higher Education Institutions may organise their lifelong learning programmes via distance learning methods as well, with the implementation of the relevant provisions of the Law.
  • The Hellenic Open University, which offers long distance higher education studies.  
  • Other Lifelong Learning providers.  According to Law 3879/2010, lifelong learning programmes may be offered by agents, legal entities of any type, which operate in a national, regional or local level.  They are recognised as agents providing informal education to citizens and are registered in the relevant Register kept by the General Secretariat for Lifelong Learning and Youth.  Such entities are the following:
  • Bodies providing general (formal and informal) adult education services, which may be social, religious or cultural bodies.
  • Bodies offering counselling services and/or vocational orientation services.
  • The Employment Promotion Centres (KPA), to the extent that they provide lifelong counselling services and vocational orientation.
  • Bodies of the public and the extended public sector which provide informal education to the manpower of the public and the extended public sector, like the National Centre for Public Administration and Local Government (EKDDA) and other professional associations and chambers, like the Institute for Small Businesses of the General Confederation of Professionals, Craftsmen and Merchants (IME-GSEBEE), and others.
  • Bodies set up by the tertiary union trade organisations of employees and employers and the tertiary union trade organisation of civil servants.  Such bodies are, for example, the Centre for Education Policy Development of the General Confederation of Greek Workers (KANEP-GSEE).
