Pursuant to Law 4186/2013, Secondary and Primary Education teachers, adult trainers, Special Education Staff members as well as Special Auxiliary Staff members are entitled to join the teaching staff of Vocational Training Schools (SEK), Vocational Training Institutes (IEK), Second Chance Schools (SDE) and Lifelong Learning Centers falling under the authority of the General Secretariat for Lifelong Learning of the Ministry of Education, Research and Religious Affairs.

The Special Teaching Staff (EEP) and Special Teaching Assistant Staff (EBP) usually belong to the Society of Special Scientific Personnel which was founded in 2004, according to Decision 2309/2004 by the Athens Court of First Instance.  The members of the Society (Special Scientists under Private Law for an Indefinite duration) have been recruited in the Public sector on permanent basis (Ministries and Regions) in accordance with the requirements of article 103 of the Constitution, under particularly demanding procedures (which are defined in detail by the P.D. 50 / 2001 as in force) and are reviewed, executed and supervised by the Supreme Council for Civil Personnel Selection (ASEP), or equivalent personnel selection councils prior to the establishment and operation of the ASEP.

There are the following EEP specialisations: PE21 and PE26 Speech Therapists, PE23 Psychologists, PE24 Child Psychiatrists, PE25 School Nurses, PE28 Physiotherapists, PE29 Occupational Therapists, PE30 Social Workers and finally the specialisations, PE31 specialising: a) in the guidance of the blind, b) mobility, orientation and daily living skills of the blind and c) in the sign language of the deaf.  The Special Teaching Assistant Staff (EBP) belongs to the specialization DE1.  The latter must have a Degree from the Department of Preschool Education or Social Welfare from Secondary Vocational Education or a degree from an IEK (Private or Public Institute of Vocational Training), i.e. post-secondary, non-tertiary education.

By virtue of Ministerial Decision CP/20082/22-10-2012 and Law 4186/2013, Adult Trainers are professionals having the formal and essential qualifications for performing their professional duties, together with a certified Educational Proficiency in adults General Education and Vocational Training in the context of Lifelong Learning, as specified in the Adult Trainer’s professional qualifications framework each time in force and the respective Trainers Education Programme Framework.

Curricula include clear guidelines as to the trainers’ qualifications by thematic units, and in relation with the necessary educational means, methodologies and tools involved.  Trainers’ positions at the public Vocational Training Schools, Vocational Training Institutes, Second Chance Schools, and Lifelong Learning Centers are announced by the General Secretariat for Lifelong Learning or any other Legal Entity Governed either by Public or Private Law body assigned the abovementioned task upon Decision of the Ministry of Education, Research and Religious Affairs.  All private individuals as well as individuals employed in the public sector in any employment relationship having the statutory formal qualifications required are eligible to apply.  Candidate trainers may submit their application on condition they are registered in the Initial Vocational Training Trainers Sub-Registry kept by EOPPEP, the National Organisation for the Certification of Qualifications and Vocational Guidance.  For the trainers’ selection and in relation with the respective Thematic Unit, work experience, teaching experience, specialisation in the cognitive field they wish to teach, postgraduate titles relating to said field subject, performance, consistency, cooperativeness and social criteria are taken into consideration.  Upon decision of the Ministry of Education, Research and Religious Affairs issued following the Secretary General for Lifelong Learning relevant recommendation, trainers’ selection criteria in Vocational training Schools, Institutes of Vocational Training, Second Chance Schools and Lifelong Learning Centers are specified.

Trainers of Adult Trainers are professionals displaying the qualifications and characteristics stated above as well as additional specialised knowledge and skills enabling them to coordinate and train Adult Trainers’ groups in subjects pertaining to Adults’ General Education, Training and Lifelong Learning.  As far as formal qualifications are concerned, registration in the Sub-Registry for Trainers of Adult Trainers requires that candidates:

a) obtain a tertiary education degree with a major/specialisation in Adults Education or Lifelong Learning or Continuing Education or Continuing Vocational Training or /and a degree in Social and Educational Policy majoring in “Continuing Education” or /and a degree in Social and Educational Policy majoring in “Educational Policy” obtained in Greece or an equivalent title of studies obtained abroad and recognized by the competent equivalence bodies as well as documented five year professional/teaching experience in the private or public sector in a field which is relevant to their studies and was obtained  after acquiring the tertiary education degree or

b) obtain a postgraduate studies title (a Master’s or a PhD) with a major/specialization in Adult Education or Lifelong Learning or Continuing Vocational Training obtained in Greece or an equivalent title of studies obtained abroad and recognized by the competent equivalence bodies, as well as documented three-year professional/teaching experience in the private or public sector in a field which is relevant to their studies and obtained after acquiring the tertiary education degree or

c) be tertiary education degree holders with at least 100 hours of training on trainers’ training provided by a Public Body and with documented ten-year professional/teaching experience in Adult Education in the private or public sector.

According to Law 4186/2013, as of 1-9-2014, educational proficiency shall be a prerequisite to the trainer’s participation in a non-formal Education programme funded by public resources while Joint Ministerial Decision no. CP/20082/23-10-2012 “System of Certification of Adult Trainers’ Educational Proficiency in non-formal Education” specifies the terms and conditions for providing the educational proficiency certification to Adult Trainers who are active in non-formal Education.
