Since 1929, when the first attempt to introduce Adult Education was made in Greece, a number of policies, strategies, bodies and structures have been activated with a view to widen this field.  The key dates that characterise the development of Adult Education are summarised as follows:

  • In the early 1990s, Vocational Education and Training (VET) was already top priority in the political agenda, due to changes taking place in the global labour market and thanks to programme co-funding opportunities provided for by the European Social Fund for young people and adults.  Law 2009/1992 made provision for establishing the Organisation for Vocational Education and Training (OEEK).
  • In 1995, the Institute of Continuing Adult Education and the Centre of Vocational Training of the General Secretariat for Popular Education were founded.
  • In 1997, Second Chance Schools were institutionalised, for adults who had not completed compulsory education.
  • In 2001, the General Secretariat for Popular Education was renamed General Secretariat for Adult Education and undertook the planning, co-ordination and implementation of adult education activities and projects at national level (Law 2909/2001).  The Institute of Continuing Adult Education also provided technological and scientific support to the General Secretariat for Adult Education programmes and lifelong learning activities.
  • In 2003, Adult Education Centres and Schools for Parents are founded.
  • In 2008, the General Secretariat for Adult Education was renamed General Secretariat for Lifelong Learning and its governmental responsibility sector was extended (Law 3699/2008).

Nowadays, Law 3879/2010 and Law 4186/2013 are those which shape the policy for and the landscape of lifelong learning in Greece.

Law 3879/2010 is the main statute for the development of lifelong learning and largely shapes the national priorities and regulates issues governing lifelong learning activities, like the definition of basic concepts and the distinction of bodies in administration and service provision.

Furthermore, the Hellenic Qualifications Framework and the “National Organisation for the Certification of Qualifications (EOPPEP)” are established in Greece.

By the same law, incentives for the development and lifelong learning and the updating of knowledge, competencies and abilities of the country’s manpower are set, like:

  • linking programmes of informal education with the formal education system via modular and certified learning programmes,
  • granting special training leaves for the participation in lifelong learning programmes,
  • introducing individual training accounts with the participation of both employer and employee,
  • introducing individual employee training time accounts for the attendance of lifelong learning and training programmes,
  • linking the evaluation of lifelong learning bodies with their funding.

In the framework set by Law 3879/2010, the National Lifelong Learning Programme of the Ministry of Education, Research and Religious Affairs is also shaped.  The main goal of the National Lifelong Learning Programme is to link and co-ordinate the field of education and the field of employment, which have been functioning autonomously up until today, thus shaping the two equal pillars of the National Lifelong Learning Programme:

  • Vocational training (initial and continuous), for the integration and re-integration in the labour market
  • General adult education, for personal development and social cohesion.

The same law introduces the National Network for Lifelong Learning, which brings together the administration and service provision of lifelong learning bodies.

Finally, Law 4186/2013 complements and promotes the afore-mentioned policies by defining organisation and administration matters of lifelong learning bodies.
