Bilateral Agreements

Through bilateral agreements with other countries, the Ministry of Foreign Affairs, in collaboration with the Ministry of Education, Research and Religious Affairs and other state bodies, signs Educational-Cultural Agreements and Executive Programmes; hence, they offer the institutional framework for the development of educational and cultural relations with the countries in question.  As regards educational issues, special emphasis is placed on the pupil, student, teacher, researcher and academic staff mobility development, as well as the experiences, information, educational and cultural elements exchange.

Higher Education Institutions (HEIs), i.e. Universities and Technological Education institutes, also conclude bilateral agreements with respective foreign institutions.

As a European Union member state, Greece participates in actions deriving from the bilateral agreement between the European Union and China, such as the educational agreements signed between Greek HEIs and China.

Furthermore, Greece participated in the co-operation programme between the European Union and the USA named ATLANTIS, in the area of higher and vocational education. Due to financial restrictions, the USA decided to suspend any current as well as future calls for submitting proposals until 2013. Hence, the specific programme is currently (2014) suspended.

Greece also participated in the co-operation programme between the European Union and Canada as regardsr higher education, vocational training and youth. The specific programme is also currently (2014) suspended.

Cooperation and Participation in Worldwide Programmes and Organisations

Global cooperation is achieved through Greece's participation in the European Union, as well as in international organisations active in the field of education and training.

OECD

Within the Organisation for Economic Cooperation and Development (OECD) framework, the Ministry of Education, Research and Religious Affairs participates in the Educational Policy Committee, the Centre for Effective Learning Environments (CELE), the Working Party on Indicators of Educational Systems (INES), and in two partial data collection networks [Network for data development on labour market and social outcomes of education (LSO),  Network for School Features and Processes (NESLI)], as well as the Programme for International Student Assessment (PISA) and the Programme for the International Assessment of Adult Competences (PIAAC).

Council of Europe

Within the Council of Europe framework, Greece participates in the Education Committee and the Higher Education Committee. From 2012 onwards, these two Committees merged in the framework of the Council of Europe’s restructure.  In addition, the Ministry of Education, Research and Religious Affairs actively participates in the following programmes of the Council of Europe:

  • Teaching of History in Europe
  • Explore and act for Human Rights
  • PESTALOZZI Seminars for Teachers (Training programme for educational professionals).

United Nations

In the framework of the United Nations (UN), the Ministry of Education, Research and Religious Affairs participates in the drafting of ministerial reports on Conventions and UN Covenants signed by Greece and in the exams of the country to the UN on issues related to the responsibilities of the Ministry of Education, Research and Religious Affairs.  In addition, the Ministry of Education participates in the Work Group for the preparation and monitoring of the implementation of the National Action Plan on Human Rights.

UNECE

The Ministry of Education, Research and Religious Affairs participates in the initiative “Education for Sustainable Development” of the United Nations Economic Commission for Europe (UNECE).  Within the framework of UNECE, the European Strategy for Education and Sustainable Development was adopted in 2005 (Vilnius-Lithuania) and a Steering Committee was set up for supervising its implementation.  Greece was elected for the Presidency of 2005-2010.  Nowadays, it is an elected member of the Bureau.

OSCE

Greece participates in the Organisation for Security and Cooperation in Europe (OSCE) and monitors the Human Dimension Implementation and Human Rights - (ODIHR).

UNESCO

Greece participates in the work of the General Conference of UNESCO held every two years.

Furthermore, within the context of UNESCO, Greece participates in the "ASPnet - Associated Schools Project Network", whose members (Kindergartens, Primary, Secondary schools) work for the promotion of the Millennium Development Goals and objectives for the "Education for all" and quality education in practice.  More information is available under "Other Dimensions of Internationalisation in Preschool and School Education".

Moreover, Greek Higher Education Institutions (HEIs) have established and operate 8 UNESCO Chairs. More information is available under "Other Dimensions of Internationalisation in Higher Education."

Regional initiatives and organizations of the wider Balkan and Mediterranean area

Greece participates in regional initiatives and organisations of the wider Balkan and Mediterranean area, such as the Inter-Balkan Cooperation (1976), the Black Sea Economic Cooperation - BSEC (1992), the South East Europe Cooperative Initiative (1996), the Balkan Stability Pact (1999), the Adriatic-Ionian Initiative (2000) and the Euro-Mediterranean Partnership (1995), as well as the Regional Cooperation Council (2008). Within these partnerships’ framework, Greece finances and participates in various educational activities and Networks (e.g. the South-Eastern Europe Inter-University Network (NET/U/SEE), the Adriatic-Ionian Inter-University Network (UNIADRION), the Mediterranean FORUM, etc).

In particular, Greece played a key role in the International Centre for Black Sea Studies (ICBSS) foundation based in Athens, established within the Black Sea Economic Cooperation (BSEC) framework.  The centre is financed by the Greek budget.  According to Greek Law governing its operation, the ICBSS is a Private Law Institution of international character aiming at the cooperation among cross-scientific and academic cycles of the BSEC countries, as well as with other international organisations, and the elaboration of studies on economic issues.

Specialised Working Groups operate within the BSEC framework, managing partial issues.  Following a decision made during the meeting of the Ministers of Foreign Affairs of the BSEC member states in Komotini, on the 23rd of April 2005, the Working Group on Education was added to the afore-mentioned working groups.  Greece was the Country Co-ordinator for the Working Group on Education for the term 1st of January 2012 – 31st of December 2013.

Within the framework of the Working Group, Greece undertook the task of creating an internet site with information regarding Higher Education in member states.   

Greece also participates in the international practice for the stereotypes’ elimination from the Greek history and geography textbooks, as well as from the neighbouring countries’ textbooks.  This is carried out within the regional organizations and initiatives and bilateral Educational Agreements framework.
