Responsible Bodies

The main agencies responsible for evaluating ongoing education in France are the following:

  • the corps d’inspections, by carrying out evaluation assignments on the ongoing teacher education schemes
  • the Comité national d'évaluation des établissements publics à caractère scientifique, culturel et professionnel (CNE) through its assessments of the remits of the public service of higher education, including ongoing education
  • the Department of National Education through the design and award of a quality label to the Gretas (ongoing education bodies under the authority of the Department of Education)

Approaches and Methods for Quality Assurance

In France the assessment of ongoing education essentially relies on external evaluation procedures.
One significant example is the awarding of the "Gretas plus" label to the Gretas by the Ministry of National Education. This label is based on the good practices reference Afnor BP X50-762: "personalised training and services for adults".

The "Greta plus" label

The goal of this label is the homogeneity of the quality of the Gretas' ongoing education services. The standard is applied to both the organisation and its teaching.

The Afnor BP X50-762 reference considers the expectations and needs of customers and is a tool for structuring the activity. It is in the form of commitments to clients and service recipients, supported by a grounding of quality that includes guiding the structure as well as the dynamics of anticipation, reactivity and innovation.

The "Greta plus" quality label covers the following services:

  • training, assessment, evaluation
  • aid to guidance, project building and occupational integration
  • mentoring towards and into employment
  • supervising the validation of acquired experience
  • preparing competitive exams and certificates
  • the study of and advice to organisations


The Charter of the Greta candidates' commitments to the label include the following:

  • Quick and guided access to information about the service offer
  • Personalised advice on services and the possibility of funding them
  • A full range of guidance services for education and certification
  • Co-building an optimal personalised response for client and recipient
  • Contracting with the recipient on the service objectives, contents and terms
  • Mentoring and tweaking the recipient's pathway throughout the service by a dedicated referent
  • Adapting methods, support and service tools to each recipient
  • Evaluation and confirmation of education gains
  • Qualification and skills of the players, equipment performance
  • Reactivity in the service's administrative and financial follow-up
  • Ongoing service improvement
