Personal activity account (PAC)

Timeframe: Created by the framework of the law n.2016-1088 of august 8, 2016 regarding employment, social dialogue modernization and career paths securisation; to be launched starting January 1st, 2017

Reasons / Objectives: 

Set up by the law n.2016-1088 of august 8th, 2016, the Personal Activity Account (PAC) was created to help the holder use his/her vocational training hours, to reinforce autonomy and to secure a career by abolishing obstacles to career mobility. The PAC contributes to the personal vocational training right and allows recognition of civic engagement. 

Main measures adopted: 

Starting January 1st, 2017, each person that is at least 16 years old and is either currently working, looking for a job, in a specialized center for reeducation through work, or retired, will get a Personnel Activity Account opened. A minor may have a PAC created as soon as he/she is 15, if he is in a recognized apprenticeship programme. The holder of the account has a right to personalized support in order to use his/her PAC for the setup of his/her professional project. 

Set up by the law n.2016-1088 of august 8th, 2016, the Personal Activity Account (PAC) was created to help the holder use his/her vocational training hours, to reinforce autonomy and to secure a career. The PAC contributes to the personal vocational training right and allows recognition of civic engagement. Each holder will be able to consult the available amount he/she has obtained on a free online website. 

The PAC is constituted by 3 accounts:

Also created by the law n.2016-1088, the civic engagement account aims to identify volunteering activities the holder does. It allows the acquisition of vocational training hours on the personal training account (PTA) as well as holidays for these volunteering activities. Volunteering activities that allow the acquisition of training hours are defined in the article L5151-9 of the French Labour Code.

Only the holder may use the PAC. Vocational training hours on the CPA remain acquired until they are used or the account is closed, even if the holder goes abroad. The account is only closed at the death of the holder.
