France:Glossary

Advisor to the regional education authority, the academic representative for initial and ongoing vocational training (DAFPIC), participates in defining and implementing academic policy in all vocational training in liaison with all managers concerned.
He or she is appointed by the Minister of National Education upon a proposal of the regional education authority to a post of advisor to the regional authority until the ending of his or her functions as advisor.

Advisors may, in particular, be asked to organise and steer the GRETA network. Within the framework of the provisional programme of training and the regional plan for developing vocational training courses, documents for which they prepare with contributions from the authority, they take part in the evolving vocational training offer by matching the various training tracks. They seek all complementarity and synergy between the initial training–including apprenticeships–and ongoing education by conducting projects in fields such as the validation of acquired experience, technical platforms, the relations between school and companies and partnerships with economic players.

Requirements for Appointement

The post is intended for high-level supervisory staff, category A holders, belonging to the inspection, the education and supervisory units of the Ministry of National Education, Youth and Associative Life and the Ministry of Higher Education and Research.

Condition of Service

The DAFPIC's career is pursued in the home unit, and they receive a salary concomitant with their grade.
They receive an administrative charges allowance of which the benchmark annual rate is € 9,000.

The GRETAs, the board of directors of which is chaired by the head of one of the network member institutions, are run by a technical director who organises and runs the activities of the team of trainers or teachers and offers the conditions and means for improving staff skills. This technical director contributes to defining the fields of intervention (public, etc.) and participates in and follows up the implementation of defined objectives. Responsible for teaching quality, the director defines projects for developing products and plays the role of proposer and advisor to clients. Without any predetermined position in the operational organisation chart or chain of command of the institutional groups, he or she may participate in recruiting trainers or teachers and carry out management tasks (administration, budget, etc.). In certain cases they personally participate in running training sessions.
This job/profession can generally be acceded to after training at baccalauréat+3 to baccalauréat+5 levels in sciences and technology, the human and social sciences, psychology, law and the management sciences, for example, supplemented by a few years of professional experience in the same fields. Knowledge of the training environment is an advantage. In the public sector the job/profession is determined by competitive exams under certain recruiting conditions and training level.
