According to the Republic of Estonia Education Act and the Basic Schools and Upper Secondary Schools Act,  Estonia has an inclusive education policy and every child has the right to attend a preschool child care institution of his or her residence area or study, according to a curriculum of an appropriate level (the national curriculum for basic schools, the national curriculum for upper secondary schools, the simplified national curriculum for basic schools), in an ordinary class of a school close to home and to receive different kinds of support study.

The general objectives of education of students with special needs are not different from the general objectives of the corresponding educational level and do not depend on whether it is conducted in mainstream or in special schools.

According to the general concept of disability policy of the Republic of Estonia, equal rights to  preschool, basic, secondary and higher education must be guaranteed for people with special needs. Since the universal obligation to attend school is applicable in Estonia, education must be guaranteed to everyone, also including children with the most severe impairments. Particular attention must be paid to early noticing  of developmental special needs in preschool aged children and preparation of such children for school, a student’s abilities to acquire respective basic education, creation of possibilities for continued study, as well as to in-service training and re-training of adults with special needs.

According to the Basic Schools and Upper Secondary Schools Act, a school must implement support measures to support a student’s development in a way that correspond to the child’s special needs and customise the study environment to ensure accessibility. The availability of services of a special education teacher, social teacher and a psychologist must be guaranteed for all students. The principles of organisation of study for a student with a special educational need are stipulated in the curriculum of the school. There is a person in every school appointed by the director who is responsible for organisation of cooperation between support specialists and teachers necessary for supporting the study and development of a student with a special educational need (SENCO).

In order to support students with special educational needs studying in an ordinary school, county educational support services centres have been created.

In Estonia, there is a specialized school for students who need very specific organisation of study and resource-intensive support services. And special classes have been formed in ordinary schools where the availability of special study for students with special educational needs is guaranteed if necessary. Most schools for students with special educational needs also have boarding school facilities.
