Bilateral Agreements

In the field of education, research or youth policy Estonia has concluded bilateral agreements with the following countries: Armenia, Azerbaijan, Belgium, Bulgaria, Brazil, Canada, China, Croatia, the Czech Republic, Cyprus, Egypt, Finland, France, Georgia, Germany, Greece, Hungary, India, Indonesia, Israel, Italy, Kazakhstan, Korea (South), Latvia, Lithuania, Mexico, Moldova, the Philippines, Poland, Portugal, Russia, Slovenia, Spain, Sri Lanka, Thailand, Tunisia, Turkey, Ukraine, United Kingdom and the United States of America.  
Most of the bilateral treaties are general framework treaties, expressing mutual goodwill for cooperation and mainly reaffirm their commitment:
 

  • to support the creation of direct contacts between the educational and research institutions of both countries;
  • to exchange students, lecturers and educational experts and offer scholarships; 
  • to participate bilaterally in conferences, seminars and other educational events;
  • to exchange publications and information about the education system, as well as the recognition of degrees and diplomas; 
  • to support mutual study of language and culture.

The framework creates an opportunity for the entry into cooperation agreements with duration of 3-4 years, laying down specific areas of cooperation and principles for funding the activities. While in the past cooperation programmes usually specified scholarship offers and exchange quotas, since the academic year 2015/2016, Estonia has gradually been renouncing the quotas. Today, the scholarships based on foreign agreements are still partially placed under the National Scholarship Programme for International Students, Researchers and Teaching Staff.   

Student exchange is supported also through numerous agreements between Estonia and foreign institutions of higher education.

Cooperation and Participation in Worldwide Programmes and Organisations

The course of action of the international cooperation of the Estonian Ministry of Education and Research arises from the Estonian membership in the European Union, the Organisation for Economic Co-operation and Development (OECD), the Council of Europe and UNESCO In these as well as in other international forms of cooperation, the Ministry must elaborate Estonia’s priorities and form opinions on matters under its domain together with its partners. For the intensification of cooperation, the Ministry of Education and Research has sent education and research advisors to the Estonian representations at the European Union in Brussels and OECD and UNESCO in Paris. 

Estonia also participates in the ASEM (the Asia-Europe Meeting) cooperation format, which prioritises quality assurance and recognition of qualifications in higher education.

International cooperation also includes bilateral cooperation with neighbouring countries and regional cooperation – the Baltic States, Council of the Baltic Sea States (CBSS) and the Nordic Council of Ministers.

Bilateral cooperation with other countries, especially with third countries, is also very important corroborated by and based on various international agreements.
