Czech-Republic:Glossary

The system of recognition/validation of further education results is based on the Act n. 179/2006 Coll., on Verification and Recognition of Further Education Results and on the Amendment to Some Other Acts (the Act on the Recognition of Further Education Results).

The Act defines further education as any education that is not an initial education. The National Register of Qualifications, stipulated by this law and under preparation since 2007, brings a new form of defining further education objectives and outcomes (see the article on National Qualifications Framework).

Examinations under the Act on the Recognition of Further Education Results are based on requirements stated in assessment standards set for individual professional qualifications. The examination takes place in front of an authorised person or, if the assessment standard stipulates it, an examination board of two or three members who are authorised persons. The examination is public. The minimum prerequisite for taking the examination is the minimum age of 18 and basics of education (základní vzdělání, ISCED 244). Also the participants of retraining can take the examination.

Successful passing of the examination, taken under the new Act on the Recognition of Further Education Results, is documented by a certificate on attainment of a professional qualification, which lists not only attained professional skills and their relation to the occupation, but also the information on corresponding level of the [0=im_field_entity_type:97 European Qualifications Framework].

Successful passing of examinations of professional qualifications that in summary certify the attainment of all professional skills set by the NQF for performing of a certain occupation, enables according the Education Act all who attained at least basic education to acquire the level of education without prior education at upper secondary school. Successful passing of the final examination, school-leaving examination or graduation examination in conservatoire in corresponding field of education is necessary.

The Education Act introduced a possibility to recognise previous educational attainment, even partially for admission procedure or for receiving certificate on completed study. Previous education has to be justified by documentary evidence of such education or by any other form of proof and must be within ten years of this education being completed. An individual demonstrates the knowledge achieved through such education in an examination specified by the school head. If the education is recognised, the school head can excuse the pupil from lessons and assessment within the scope of the recognised education.

Prior education can be also substituted by the set of certificates on acquirement of partial qualification. The minimum prerequisite for passing individual examinations is basic education.

Every qualification provided by secondary or tertiary professional education can be acquired without prior education at the relevant school after an examination in subjects or other elements of the educational programme. Individual examinations which are part of a school-leaving examination (maturitní zkouška) or graduate examination (absolutorium) can be taken without attending the relevant instruction, with the exception of a practical course which prepares students for a practical examination. The attendance can be waived if the applicant can provide proof of the necessary practice.

The UNIV projects aimed at the support of lifelong learning, recognition of the results, support of the recognition processes, etc.

The project UNIV 3 – Support of recognition processes was realized in 2012–2015. The goal of the project was to ensure a higher quality of the retraining system. This project was a follow-up to the projectsUNIV (Recognition of the results of non-formal education and informal learning within the network of schools providing education services to adults) and UNIV 2 – KRAJE (Transformation of upper secondary schools into lifelong learnig centres).

Detailed information is available at the UNIV website (in Czech).
