Schools and auxiliary units within the system of public education shall organize various activities for the children and students in their leisure time and in keeping with their interests and abilities in the fields of arts, science, technology, manufacture and sports.


With the permission of the Minister of Education and Science, religious institutions in the country may open religious schools for their ritual needs for children who have completed their basic education. The education received in religious schools shall be granted the same status as secular education by the Ministry of Education and Science, provided the state educational requirements for the respective level of education have been satisfied.
The Minister of Education and Science shall implement the state policy in the sphere of the education and training by: determining independently or jointly with the respective competent ministry the professions for students with special educational needs and/or with chronic diseases and persons with deviant behavior.

The Ministry of Health shall determine:

  • the chronic diseases and physical handicaps which are counter indicative for vocational education and vocational training on professions of the List of Professions for Vocational Education and Training;
  • jointly with the Ministry of Education and Science, the professions for which the vocational education and vocational training is suitable for the health status of the trainees with chronic diseases and physical injuries, with sensor injuries and mental backwardness;
  • requirements for the health conditions in the practical training and the health and physiological requirements for the weekly programmes, as well as control their fulfillment.

Children with special educational needs and/or chronic diseases shall be enrolled at kindergartens. Kindergartens shall be obligated to accept children with special educational needs and/or chronic diseases. Special kindergartens and auxiliary units may also be established for children with special educational needs and/or chronic diseases. Children with special educational needs and/or chronic diseases shall be enrolled in the kindergartens and auxiliary units only where all other opportunities for education at state-owned or municipal kindergartens and auxiliary units have been exhausted and where the parents or guardians have expressed such a wish in writing.

Children with special educational needs and/or chronic diseases shall be offered integrated education at the schools. Schools shall be obligated to accept children with special educational needs and/or chronic diseases. Special schools and auxiliary units may also be established for children with special educational needs and/or chronic diseases. Children shall be enrolled at the schools specified following the procedures prescribed by the Ministry of Education and Science in coordination with the competent state authorities and municipal councils. Children with special educational needs and/or chronic diseases shall be enrolled in the schools and auxiliary units only where all other opportunities for education at state-owned or municipal schools have been exhausted and where the parents or guardians have expressed such a wish in writing.


All specialized schools for children with special educational needs and/or chronic diseases shall be of the boarding- and semi-boarding-school type.
Some basic schools (lower secondary stage) offer specialized intensive courses in mathematics, sports, arts or vocational instruction.
Private schools, too, offer a variety of alternative forms of education.

Training shall be organized for prison inmates who have not completed secondary education.
Compulsory school attendance may also be fulfilled by studying at home. Studying at home may be conducted on the wish of parents or for health reasons. The school together with the person carrying out instruction prepares an individual curriculum for the student on the basis of school curriculum.

For persons having attained the age of 16, evening (shift) schools shall also be opened
The students in the mandatory school age who are children of nationals from Member States of the European Union, of the European Economic Area and Switzerland, working on the territory of the Republic of Bulgaria, when they live in the country together with their parents or legal guardians, shall be entitled to free teaching of the Bulgarian language, as well as instruction in the maternal language and culture, in cooperation with the states of origin in compliance with conditions and procedures stipulated by the Minister of Education and Science.

Of minors and juvenile foreigners seeking or granted them international protection under Law on Asylum and refugee, which are subject to compulsory preschool training and compulsory schooling is provided free education in the state and municipal schools in the Republic of Bulgaria.
