Types of Institutions

The institutions in the system of vocational education and training shall be: Vocational Schools, Vocational Secondary Schools and Vocational Colleges, Art and Sports Schools.

Post-secondary non-tertiary education is provided by vocational colleges. Vocational colleges are institutions belonging to the system of secondary education and do not lead to a degree of higher education, but only to a degree of professional qualification. Vocational colleges shall be state, municipal and private, Bulgarian with foreign participation and foreign and shall be opened, transformed and closed down following the procedure stipulated by the Public Education Act. Vocational colleges shall carry out vocational training for acquiring fourth degree of professional qualification with a duration of up to two years depending on the acquired professional qualification degree they offer. They shall admit persons with completed secondary education.

Vocational colleges shall collect education fees from individuals and corporate bodies and students pay tuition fees.

Geographical Accessibility

In accordance with information from the Register of private colleges in secondary education vocational colleges in Bulgaria are 39 and are scattered aroung the country, mainly situated in major cities – Sofia, Varna, Plovdiv, Burgas, Pleven and etc.

Admission Requirements and Choice of School

The conditions and procedure for admission of candidates to the vocational colleges shall be determined by the training institution in compliance with the requirements of Vocational Education and Training Act and the other statutory instruments regulating vocational education and training. The requirements to the candidates for inclusion in the programmes for vocational education and vocational training shall refer to a minimum age, health condition, entry educational level and entry qualification level. The admission requirements are set in the Rules of admission of each vocational college. The minimum age of the candidate in the year of application shall be 16 years when the training is carried out in vocational colleges. The entry educational level of the candidate shall be a completed secondary education. The health condition of candidates shall be certified by a medical certificate proving that the profession for which they want to be trained is not counter-indicative for them. The requirements shall be determined with an ordinance issued by the Minister of Health in coordination with the Minister of Education and Science.

Age Levels and Grouping of Students

The minimum age of the candidate in the year of application in shall be 16 years when the training is carried out in vocational colleges. The grouping of students into classes is according to the number of enrolled for the selective year and for the specific qualification.

Organisation of the School Year

The right to conduct training for acquisition of professional qualification shall have vocational colleges. The organization of the school year is at the discretion of the respective vocational college.


Professions and specialties shall be classified in professional branches and by professional qualification degree.
The acquisition of professional qualification in the system of vocational education and training shall be regulated by framework programmes approved by the Minister of Education and Science. The programmes shall determine the age and the entry educational and qualification level of the candidates, as well as the contents and the duration of the vocational education and vocational training. The minimum entry educational level for acquiring fourth degree of professional qualification shall be completed secondary education. The professional qualification degree for each profession from the List of Professions for Vocational Education and Training shall be determined in accordance with the National Qualification Framework adopted by an act of the Council of Ministers. For fourth degree requirements are: acquired professional knowledge, skills and competences for practicing professions which include a wide range of activities of complex nature carried out under changing conditions, as well as assuming managerial responsibilities for the work of other persons and for the allocation of resources.

The vocational colleges shall ensure quality of vocational education and training by establishing an internal quality assurance system in compliance with the state educational requirements for acquisition of qualification on professions and the effective legislation. The implementing rules for the internal quality assurance system shall be laid down in the rules of operation of the training institution. Training institutions shall develop an internal quality assurance system under the terms and procedure set out in an ordinance of the Minister of Education and Science.

Organisation of the school day and week

The programmes under which persons aged 16 and over may be trained shall be:

  • Programmes with duration of 1 year for persons with a completed secondary education grade or with completed secondary education;
  • Programmes with duration of up to 2 years for persons with completed secondary education.

The programmes shall be specified by the vocational training documentation - curricula and syllabi, which shall be developed on the basis of the state educational requirements for acquisition of qualification on professions. Curricula for training of persons aged 16 shall be developed by the training institutions or by the vocational training applicant and shall be approved by the director of the training institution. 

The organizational form for the Programmes for persons aged 16 and over shall be a qualification course. The forms of education, the education term and the number of the trainees in the course shall be determined by the educational institution. They can be coordinated with the applicant for the vocational training.

The organization of the educational process shall be determined by the vocational training documentation - curricula and syllabi, which shall be developed on the basis of the state educational requirements for acquisition of qualification on professions. The organization of the school day and week is at the discretion of the respective vocational college.
