National Assembly of the Republic of Bulgaria Standing Committee - Education, Science, Children, Youth and Sports Committee. The National Assembly elects from among its members Standing and Ad hoc Committees.The Standing Committees assist the activity of the National Assembly and exercise on its behalf parliamentary control.The Ad hoc Committees are elected on a particular occasion to investigate specific matters and to conduct inquiries. The Committees consider bills, draft resolutions, declarations and addresses, and prepare reports, make recommendations and give opinions thereon. Committee meetings allow for participation representatives of state, industrial or public organisations, scientists and experts besides the movers of the bills. www.parliament.bg

The Ministry of Education, Youth and Science (MEYS) www.mon.bg MEYS develops the policy guidelines for vocational training and coordinates its implementation. MEYS issues orders and prescribes appropriate methods for the formal education system (Vocational schools, Vocational colleges and institutions of higher education). The Minister of Education, Youth and Science approves the national training requirements for the four levels of vocational training and the list of training occupations drawn up by subordinate agencies (chiefly the National Agency for Vocational Education and Training).

Center for Control and Assessment of the Quality in Educationwww.ckoko.bg The Center is a state scientific-informative section of the Ministry of Education, Youth and Science. The Center implements its activity by developing models and mechanisms for school-based evaluation and assessment, systems for control of the quality in education in Bulgarian schools and preparation test materials for different kinds of examinations which are given to the Ministry of Education, Youth and Science.

Regional Inspectorates of Educationwww.mon.bg The management of education at regional level is carried out by the Regional Inspectorates of Education. They are territorial administration units, subordinate to the Minister of Education, Youth and Science, for management and control of the public education system, which implement the state educational policy on the territory of the respective districts.

The National VET Agencywww.navet.government.bg The National VET Agency is a specialized body directly subject to the Council of Ministers. It is intended to coordinate the work of the institutions concerned with vocational training and occupational guidance. Representatives of the Ministries, employers and the trade unions are involved as equal partners in its management. It is responsible in particular for the licensing of the new “vocational training centres”, drawing up the general requirements concerning the organisation of the VET system, e.g. vocations and levels of vocational qualification, conditions of the acquisition of professional qualification and the organisation of the teaching process.

The Agency is a statutory body for evaluation, accreditation and monitoring of the quality in higher education institutions and scientific organizations aiming at the enhancement of their teaching and research, as well as of their development as scientific, cultural, and innovative organizations.

The Ministry of Labour and Social Policywww.mlsp.government.bg This Ministry is responsible for the vocational training of the employed and the unemployed. It draws up an annual “National Employment Plan”. According to the “National Continuing Vocational Education and Training Strategy 2005-2010” the Ministry of Labour and Social Policy is responsible for establishing vocational training needs by analysing the labour market.

The Bulgarian Employment Agencywww.az.goernment.bg The agency, and its subordinate local branches-the employment offices, is an agency of the Ministry of Labour and Social Policy. It is responsible for employment promotion, supervision of the labour market, occupational advice, and education and training for the unemployed and those in employment (vocational training and motivational measures). The employment offices play the main role in vocational training for the unemployed by commissioning courses from local education and training providers, which they also fund.

Licensed Vocational Training Centres: They are not included in the Education Act: they are very important education institutions for the adult education sector and may be run by the state, the local authorities or private providers and are licensed by the National Agency for Vocational Education and Training (NAPOO) to teach vocational courses for specific occupations stated in the licence. They are by nature addressed primarily to adults rather than children and young people.

The Employers: In-service training plans are far more common among enterprises in the public sector and major companies than in private businesses and micro enterprises. In-service training is found more often in larger enterprises.

Trade Unions: The trade unions have the new role as independent representative bodies, and the rapid changes in society and legislation to which trade union officials needed to adapt, continuing vocational education and training as well as democracy training – in terms of builing up active citizenship in the Bulgarian society. Courses are opened up to participants from outside the ranks of the trade unions.

Bulgarian Chamber of Craft Tradeswww.nzkbg.org Training for craft trade apprentices is governed by the regulations of the Bulgarian Chamber of Craft Trades, which are drawn up in consultation with the National Agency for Vocational Education and Training.

Cultural Centres “Čitálišta”www.chitalishte.bg The Bulgarian cultural centres are self-governing cultural and educational institutions with a separate legal status, whose tradition dates back to the 19th century. Their activties have expanded during the years and laid the foundation for many aspects of modern cultural life in Bulgaria. The cultural centres nowadays are facing the task of finding new ways of operating. The more active cultural centres are now once again in effect independent adult education institutions which are combined into several national networks.
