Organisational Aspects

Qualification enhancement is possible at the following three levels:

  • School;
  • Regional;
  • National.

Activities related to enhancing pedagogical qualification are organized and coordinated by:

Regional Inspectorates of MES develop annual qualification programs for pedagogical staff at regional level and assign the task of organizing the relevant activities to centres for professional and creative development of teachers.

Possible forms of career development forms include:

  • Problem groups;
  • Seminars;
  • Practicum;
  • Training;
  • Lecture courses;
  • School-level;
  • Scientific-Practical or Methodological Conferences;

Pedagogical staff who have acquired professional qualification degrees are entitled to manage activities for qualification enhancement at school level. Qualification activities are implemented, possibly with the assistance of the higher schools, specialized institutes for teachers’ qualification and the Regional Inspectorates of Education of MES.
Financing is provided by the budget of the school, kindergarten and service unit, other  incomes of their own, sponsorship, etc. Some fo the specialized institutes for teachers’ qualification are:

  • Central Teachers’ Qualification Institute – Sofia;
  • Teachers’ Qualification Institute – Varna;
  • Teachers’ Qualification Institute – Stara Zagora.

They develop annual plans for pedagogical qualification funded by the state. The plans need the approval of the Minister of Education and Science.

Incentives for Participation in Continuing Professional Development (CPD) Activities

On successful completion of qualification training carried out by the institutes and higher schools, participants from the pedagogical staff receive a certificate. This certificate allows for a raise in pay.
There are five qualification degrees. First degree of qualification receives the highest pay and is equivalent to a PhD.

With the help of the European Funds, the Ministry of Education and Science has started a program for creating conditions for teachers’ continuing pedagogical qualification. It includes activities on developing differentiated payment mechanisms, dependant on teachers’ training and improving teachers’ performance assessment system. The development of a program on developing pedagogical staff professional competences is of crucial importance (constant current knowledge improvement, acquisition of new skills and adopting new teaching and training methods, skills for work in intercultural environment, ICT training, on-line research, foreign language education, adult education etc.). The 2011/2014 program will involve almost 70% of Bulgarian teachers in various forms of training.

National strategy for development of pedagogical staff, adopted in May 2014

The strategy meets the requirements and priority directions of the National Programme for Development of the Republic of Bulgaria: Bulgaria 2020 for improving living standards through competitive education and training to create the conditions for quality employment, social inclusion and ensuring accessable and quality education. It is oriented towards the realization of these program policies and measures to achieve "a comprehensive, accessible and high quality education and training in school and pre-primaryl education", by synchronizing policies regarding the preparation, continuing qualification and professional development for teaching staff and it is in connected with the legal, institutional and social base of the education system.

Vocational qualification "teacher" is done in different departments of universities: 40 faculties, 2 branches, 2 colleges, Center for Continuing Education, Center for Training and Department of qualification.

Structures of universities, which provide training for improvement of qualification or specialization of the educational staff are also different:
faculties, departments, centers for continuing education centers for postgraduate departments and units for training and specialization.

National program "Differentiated Payment" is taken with the RMC (Decission of the Govenmemt)  in 2007, and in 2009 introduced a module "Career development for teachers and educators" and it is followed by changes and amendments in the Implementing Rules of the Public Education Act.
Introduction of requirements for career development of pedagogical staff aims to provide new opportunities for the development of teachers and educators. National program for development of school education and pre-primary education (2006-2015) provides new possibilities for career development (horizontally) of teachers and educators through consistently occupying teaching positions "junior teacher”, “teacher”,' “senior teacher”', “head teacher” and edicators positions - "junior educator" "educator", "senior educator", "head educator".

Strategic Goal

By 2020, Bulgaria has established a unified and efficient system of education, training, continuous training and opportunities for the professional development of pedagogical staff. By state regulation of the teaching profession to achieve greater efficiency and establish responsibility and authority of the teacher in society.
The strategic aim is focused on the performance of education policies in the EU, taking into account the traditions of Bulgarian education, and is based on:
  • Objectivity and predictability in analyzes related to the situation and needs by the preparation and continuing qualification of teaching staff;
  • Reporting of public importance and role of pedagogical staff.

The strategy provides:
  • construction of unified system for education and continuing qualification;
  • legally guarantee the rights and obligations for professional development;
  • create better conditions for professional and career development;
  • financial information and technical support of the educational system;
  • adaptability of management structures in secondary education.
Operational objectives:

Operational objective 1
1. Develop and promote a unified and non-contradicted system for preparation and continuing qualification of pedagogical staff.

Main activities on operational objective 1:
  • Updating of curricula by high schools concerning professional specialties in professional directions of the area of higher education "Pedagogical Sciences" with a focus on expanding practical training;
  • Linking continuing qualification to updating and expanding key competences with opportunities for professional and career development;
  • Implementation of the model for coordination between academic preparation and continuing qualification;
  • Implementation of policies for the inclusion of the profession "teacher" in the List of regulated professions in the Republic of Bulgaria;
  • Establishing an effective system to ensure and control the quality of the preparation and continuing qualification;
  • Developing an information system with registers of the teaching staff and training institutions and organisations.

Operational objective 2
Creating a unified legislative framework for the state regulation of initial training, continuing qualification and professional development of teaching staff.

Main activities on operational objective 2
  • Development of legislative documents and acts which will regulate:
  • professional standards based on professional profiles by levels of education, type of training, types of educational institutions, etc .;
  • unified state educational requirements for qualification "teacher";
  • legislative quality assurance of distance learning and continuing qualification regarding the specifics of his pedagogical design and implementation, as well as its technical and technological provission;
  • system for continuing qualification; the status and activities of the system of control of the quality of the preparation and increasing of qualification of teaching staff;
  • evaluation system, evaluation and attestation (differentiated financial reward);
  • improve the mechanisms for professional and career development;
  • the status of trainee teacher and mentor;
  • mechanisms for validation of competences acquired outside formal institutions at home and abroad;
  • introducing a system of qualification points;
  • procedures for positions in the institutions of the educational system;
  • criteria for professional and career development, bonded to the payment of the pedagogical work.

Operational objective 3
Development of common and specified standards and for pedagogical staff and system of quality control, differential pay and professional development.

Main activities on operational objective 3:
  • Development and implementation of the model for evaluation based on professional standards as the basis for professional and career development;
  • Creating opportunities to accelerate the transition from one to another professional qualification degree and position by high professional achievements;
  • Develop and implement state standard for payment;
  • Linking payment with professional and career development, as well as the features of the regions and the type of school in which they work;
  • Introducing a system for evaluating of professional development and training.

Operational objective 4
Develop a system of special measures for attraction, retention and development of teaching staff aged 35 years and specialists with a high level of professional qualifications in secondary education system.

Main activities on operational objective 4:
  • Develop a system of incentives to guide graduates to pedagogical specialties and providing of scholarships for their education in universities (incl. providing scholarships from local and regional authorities);
  • Providing opportunities for educational internships for Bulgarian students of pedagogical specialties in Bulgarian and foreign universities, including remote sensing, national and European programs;
  • Development of adaptation programs for teachers aged 35 years according to the needs of districts, municipalities, etc .;
  • Creating conditions for accelerated professional development in accordance with professional standards;
  • Develop and implement a mechanism to attract, professional development and retention of teaching staff aged up to 35 years;
  • Developing a system for recognition of non-formal and informal education concerning the evaluation and remuneration of pedagogical staff;
  • Providing meet modern technology conditions for young teaching staff;
  • Providing a supportive environment for teaching staff aged up to 35 years (credit opportunities, taking household and transportation costs for settlements with shortage of teaching staff, etc.).
To the Strategy was adopted and the National Plane for implementing a national strategy for the development of pedagogical staff (2014-2020)

National Programme "Qualification" for 2014

Overall objective:

Improving the quality of Bulgarian education and training by providing conditions for professional development and facilitate the attainment of professional stability, higher social status of pedagogical staff to promote their role as a key factor in a society based on knowledge.

Concrete (specific) objectives:
  • Increasing the efficiency of education and training in the public education system by creating and upgrading of competences for pedagogical staff meeting the requirements and expectations for quality education for young people;
  • Providing conditions for the creation of motivation for self-development and self-improvement of pedagogical staff by organizing training courses for the formation of competences in priority areas.
Creating conditions for the promotion and exchange of innovative pedagogical practices.

Scope of the Programme

Measure I. Creating conditions for continuing qualification of teaching staff in priority areas;
Measure II. Creating conditions for continuing qualification of teaching staff in vocational preparation;
Measure III. Providing conditions to support the training and development of pupils and students with learning difficulties and deviant behavior;
Measure IV. Creating conditions for the promotion and exchange of innovative pedagogical practices involved in the promotion and exchange of innovative pedagogical practices.
