The position of ‘teacher’ or ‘educator’ requires a completed higher education and an education qualification degree ‘Master’, ‘Bachelor’ or ‘Specialist’ in a major from a professional direction in accordance with the Classifier of higher education and professional direction and the ‘teacher’ or ‘pedagogue’ professional qualification area.
Positions of teachers and educators are held by employment relation contracts with the headmaster of the respective kindergarten, school or service unit.
Teachers’ career development system has been introduced which includes four positions: “Junior Teacher”, “Teacher”, “Senior Teacher” and “Head Teacher”.
When the applicants for the position of “Head Teacher”, or “Head Educator” meeting the requirements to hold it are more than one person, the Headmaster of the school conducts selection procedure according to criteria announced in advance.

Entry to the profession

Teacher job vacancies are announced by headmasters at labor offices, Regional Education Inspectorates and Labour Offices.
Selection procedures for teachers are decentralized. Schools bears responsibility for them, ‘open recruitment’. This approach allows teachers to choose education institutions where they can find fulfillment.

Induction

Persons who have successfully graduated from higher schools and have acquired educational and qualification degree “Bachelor” or “Master” and for the first time enter the educational system are appointed as “Junior Teachers”. In the execution of their obligations they are helped by the “Senior Teacher” and under his direction they improve their practical competence and adapt themselves to the education process accordingly, to the process of pre-school education and training children in a group.

A person holding a “Junior Teacher” position at school may be assigned by exception obligations of grade-section-advisors as well as obligations related to the organization and implementation of extracurricular activities when the school organization does not allow grade-section-advisors’ obligations and extracurricular activities to be conducted only by persons who hold the positions of “Teacher”, “Senior Teacher” and “Head Teacher”. A person holding the position of “Junior Teacher” may be assigned by exception work with children from compulsory preparatory groups when the organization at the corresponding kindergarten or school does not allow this activity to be carried out only by persons who hold the positions of “Teacher”, “Senior Teacher” and “Head Teacher”.

Professional status

Teachers in the Republic of Bulgaria are employed in compliance with the general labor legislation. The types of contracts are as follows: for an indefinite period of time, which defends the workplace in the best way; for a definite period of time as this can be a time of probation and civil labor contract that is concluded for assigning a certain volume of work of sporadic essence.
Upon appointment, teachers besides labor contract sign a job description getting familiar with their rights and obligations as well as with the Code of Ethics for work with children.

Replacement Мeasures

In case of absence of a teacher for whatever reason, the school appoints a deputy. The deputy teacher is paid under a civil contract on an hourly basis actually performed. Provided the titular is absent for a longer period of time the Headmaster may appoint a deputy with a monthly payment.
In recent years, an example of good practice is the “No vacant hour” program, which is implemented under Human resources Operation Program by the Ministry of Education, Youth and Science jointly with school headmasters. It is connected with payment per hour for deputy teachers who are supposed to take urgently the hours of an absent teacher until a more lasting solution of the problem is found.

Salaries

The introduction of differentiated payment for teachers’ on the basis of common for the whole country basic criteria, specified by every school depending on its peculiarity has provided opportunity for personal evaluation of the contribution of every teacher and stimulates their personal professional development along a five grade scale: Junior Teacher, Teacher and Senior Teacher.

The basic monthly salary for the teaching staff is paid for normal teaching and other work duties inherent to the position in accordance with the stipulated in the individual employment contract working hours.

Individual monthly base salaries of teaching staff during normal working hours are agreed to be not lower than the determined position levels.

In gross salary of staff in the public education system, besides the additional remuneration set out in the Labour Code and regulations, including the following additional remuneration:
  1. for taking on school hours over the minimal rate of a lecturer’s compulsory workload, provided they have not been included in determining the basic salary; 
  2. for professional-qualification degrees; 
  3. for teaching subjects in a foreign language with the exception of the subject “foreign language”; 
  4. for grade-section-advisor work – for consulting parents and students and keeping the school documentation of the relevant grade-section; 
  5. for free food – for non-pedagogical personnel at kindergarten and personnel at school canteens and kitchens; 
  6. for achievements during the school year; 
  7. for checking external assessment and Olympiads students’ papers; 
  8. for examining a student in part-time training, extramural, individual or independent education; for conducting a state practice exam;
  9. for acquiring degree of vocational qualification in a profession/specialty; 
  10. for checking written state theoretical exam papers for acquiring degree of vocational qualification in a profession/specialty.

In gross salary of staff in the national education system can include the following additional remuneration, if determined in the internal salary rules and/or a collective agreement:
  1. work in specific working conditions of staff in special kindergartens and schools;
  2. for qualifications in defectology to work in special kindergartens and schools;
  3. holidays or for the beginning of the school year - up to three times a year.

With national programs or a collective agreement with the internal salary rules of wages and/or individual employment contract may be set and other additional remuneration.

Additional remuneration is paid to the grade section advisors for the activities that take place 45 minutes outside the weekly schedule of classes on a schedule approved by the Head of the kindergarten or school. Remuneration shall be paid only during the time of classes.

Additional remuneration shall be paid only for the actual time during which he has worked under specific conditions.

Additional remuneration for acquired professional qualification degree.

When there is a basis for payment of additional remuneration for educational and scientific degree "doctor" or scientific degree "Doctor of Science", related to the work performed, and additional remuneration, the person receives the most favorable additional remuneration.

The types of bonuses of teaching and non-teaching staff with the exception of the Heads of kindergartens, schools and servicing units and mechanisms for determining the size are negotiated in a collective agreement and/or are included in the internal rules for the salary of the kindergarten, school or servicing unit subject.

Assessing the results of work in kindergartens, schools and servicing units with teaching staff up to 10 people is carried out by the Head of the kindergarten or school.

Assessing the results of work in kindergartens, schools and servicing units with pedagogical staff of over 10 is carried out by a commission of which the chairman is the head of the kindergarten or school.
The number of members and the composition of the Commission shall be elected by the Staff Council.
Assessing the results of the work of the deputy-heads and members of the Commission shall be made by the head of the kindergarten or school.

Assessing the results of the work of Heads is determined by the Commission, which includes:
  1. Experts from the Regional Inspectorate of Education and the municipal administration – for the municipal schools and servicing units;
  2. Еxperts from Regional Inspectorate of Education and by the funding body – for the state kindergartens, schools and servicing units;
  3. Experts from the Ministry of Culture - for art schools and schools of culture financed by the Ministry of Culture;
  4. Experts from the municipal administration and of the Regional Inspectorate of Education - for municipal kindergartens.
Funds for the increase of salaries for the positions "senior teacher" and "master teacher" are included in the unified standards for a child / student and are planned as part of the funds for salaries in the budgets of schools, kindergartens and servicing units .

According to the National Insurance Institute average insurable earnings for teachers for 2012, on which they are charged and transferred contributions to teachers' pension fund is 777.63 lev He has a 65% higher than that reported for 2007 . (469.22 lev) and is 25.8% higher than that of all insured persons for 2012 (618.06 lev).
The increasing of the average income of teachers compared to all insured persons shall be determined by the system in the delegated budgets, which entitles the school principals to optimize costs and determine individual remuneration based on teachers' workload and staffing levels

Minimum basic salary valid from 01.09.2014:
  • Head of kindergarten or school - 680 Lеv;
  • Deputy-head of kindergarten or school - 630 Lеv;
  • Head teacher, head educator - 590 Lеv;
  • Senior teacher, senior educator - 555 Lеv;
  • Junior teacher, junior educator - 530 Lеv.
Indicators to assessment the results of the work of teaching professionals (100 points total)
  • Planning, organising and conducting educational process;
  • Using interactive methods, innovation and ICT in educational process;
  • Teamwork to create an appropriate educational environment (communication with the pedagogical advisor, psychologist, participation in commissions, etc.);
  • Working with pupils and students, incl. risk of dropping out; at risk; in a multicultural environment; with special educational needs and/or chronic diseases and others;
  • Working with pupils and students to participate in municipal, provincial, regional, national and international competitions and Olympiads;
  • Working with parents;
  • Working with pupils and students in extracurricular activities;
  • Methodological work in associations and support new teachers;
  • Development and implementation of projects;
  • Received professional awards during the evaluation period and selected from kindergarten, school, service unit performance by different indicators.
Indicators to assess the results of the work of directors (100 points total)
  • Planning, organization and control of the educational process;
  • Implementation of the plan for acceptance pupils in classes;
  • Human resource management and implementation of the qualification activity;
  • Attracting alternative sources of funding and enrich the technical and didactic equipment, facilities, buildings;
  • Introduction of innovative practices and project work;
  • Ritualization of school life, the creation of conditions for full-day and extracurricular work;
  • Participation in the development activities of the educational system of municipal, regional and / or national level;
  • Received professional awards during the evaluation period on the base of indicators selected by the employer;
  • The replacement of hours absent teachers over 70% for the school year.
