At local level:

The management of education at local level is carried out by the the municipalities.

The municipal bodies for education are a part of the state territorial structure and participate in the implementation of the municipalities' educational policy. The municipalities are territorial administrative bodies that are not included in the management structure of the educational system, but pursuant to the Public Education Act, they are authorized to perform a number of important functions and assume responsibilities for the education in the respective towns of villages. They provide and control:

  •  the compulsory school education of children up to 16 years of age;
  • health care and safety at kindergartens and schools;
  • funding for the maintenance, construction, furniture and repair of schools, kindergartens and obsluzhvashti zvena (servicing units);
  • appropriate conditions in canteens, boarding houses, recreation and sports facilities and transportation for children, pupils and teachers, as well as free transportation for pupils under 16 years of age if there is no appropriate school in the settlement;
  • all the scholarships and special assistance for pupils.

At institutional level:

General Education and Vocational Education

The managing body of a school is its head teacher. The head teacher is assisted by a deputy head in organizing and monitoring the educational, administrative and educational-manufacturing activities of the school in accordance with the legislation in force in the public education system and the respective job description. The Head Teacher is responsible for all activities – he plans, organizes, manages, coordinates, motivates and monitors the work of the teachers and the school in general. The head teacher manages the school's funds – both budgetary and extra-budgetary.

The head teacher is supported by the Pedagogical Council, which is a specialized body for discussing and settling major pedagogical issues at schools. It includes deputy heads, teachers, tutors and other specialists with educational functions. The head of the school is the chairman of the Pedagogical Council and he/she provides the implementation of the Council’s resolutions. The Pedagogical Council adopts a strategy for the development of the school, which is updated each year, adopts the Regulations of the school activities, the school curriculum, discusses and takes decisions on the results of education, approves curricula for individual forms of instruction, specifies the activities outside the state education requirements and adopts programs for their implementation, adopts resolutions for transferring pupils at compulsory schooling age to an independent form of education for children with health problems or gifted children, etc.

The school Boards of Trustees are public bodies for supporting school activities. The tradition of setting up a School Board of Trustees creates a link with parents and the public. Members of this Board are the head teachers, teachers, parents, public figures, businessmen, etc.

All classes in Bulgarian schools are managed by class teachers. Class teachers plan the class activity and the relationship with the parents of the pupils entrusted to their care and the social environment; they carry out extracurricular activities. Class teachers provide children’s regular attendance at school. They take care of maintaining a favorable psychological climate and respectful relationships among pupils in their class, assist in solving class problems, take special care of pupils who lag behind, of pupils with asocial behavior, etc.

At vocational and in some other state and municipal schools, a deputy head in charge of the educational-manufacturing activities is appointed. He/she organizes and monitors the performance of the practical activities of pupils throughout their educational, laboratory and production practice; the drawing up and implementation of the educational-manufacturing plan, the practical examinations and the acquisition of qualifications; the implementation of the required safety measures; the sale of products manufactured as a result of educational-manufacturing activities, etc.

Higher Education

The state authority vested with the implementation of national policies in the area of higher education is the Ministry of Education, Youth and Science. It performs co-coordinating functions in the relationship between the autonomous higher schools and the state. It also makes arrangements for recognition and legitimization of diplomas of persons who have graduated abroad and exercises control over higher schools.

The Higher Education Act gives full academic independence to higher education institutions. The state encourages the autonomous Higher education institutions in their efforts to build strong and sustainable university structures with enough independence and transparency of process of decision making.

Adult Education

Local authorities are involved in framing vocational training policies by passing information about the demand for workers in their areas. They provide information about the number of people that will be needed for a particular job in the immediate future in the municipalities themselves, in enterprises belonging to the local authorities, and in the regional economy as a whole.

Licensed Vocational Training Centres (CPOs) are very important institutions for adult education. They may be run by the state, the local authorities, or private providers.

The Trade Unions act as independent representative bodies participate in adult education and their courses are opened up to participants from outside the ranks of the trade unions.
