2014

- 11/04/2014 : Decree on work and study training between Wallonia, the French Community and the COCOF. It provides for the harmonization of the by-laws of trainee operators, a single contract, a work and study training process, and the creation of the Office Francophone de la Formation en Alternance (OFFA). That system allows to achieve an integration rate exceeding 85 %. In addition the order on job seeker sandwich training was passed in February 2014. It will target young job seekers (18-25), as well as job seekers in retraining session and will allow maximum 18 months training (including 3 to 6 months under the transition internship system), with a target on high demand areas. It will be organized jointly by the FOREM and the IFAPME.


- 11/04/2014 Decree amending the functioning of the steering bodies of the vocational education. The Decree aims at establishing a more efficient system for optimizing the educational offer for a strategic vision on the area.


- 11/04/2014 - Decree guaranteeing educational equipment of vocational education and establishing the organization of advanced technology centers (CTA – Centre de Technologies Avancées).

This Decree aims at enabling the modernization of educational equipment in the vocational schools and in the labeled CTA, at allowing the operation of these labeled CTA in order to develop skills training and to label existing technologies centers as additional CTA.

In this context, the Government makes available to secondary vocational schools amounts for the purchase of essential teaching materials for the implementation of certification profiles or training profiles.


- Decree (11th April 2014) on the implementation of the Social Catchment Areas for Education - Training - Employment.

This permanent and structured device aims at facilitating collaboration between the stakeholders in the world of vocational education (secondary, tertiary and social advancement), professional training and employment. This will facilitate a real consistency between vocational education and professional training provision, as well as with the socio-economical needs of each social catchment area.

10 living areas are set up, each one will be headed by a steering body. The social catchment areas will also facilitate the development of joint projects to improve vocational education and professional training at local level. Wallonia opts for a strong local partnership between the worlds of education and training on the one hand, and the social partners (organized at a sectoral or an intersectoral level) on the other hand, aiming at a better harmonization of the training supply and an improvement of its quality.

They will also develop "synergies poles" around vocational pathways or promising jobs, particularly in order to permit optimum use of resources both in personnel and equipment or buildings.


- The Governments approved in January 2014 the draft cooperation agreement between the French Community, the Walloon Region and the French Community Commission regarding the creation and the management of a French- speaking framework for education and training certifications throughout life (CFC).

For 158 233 job-seekers, a skills assessment card has been drawn up, and 205 864 job offers have been passed on in the framework of a plan focusing on occupation in high demand on the labour market. Moreover, specific training courses aiming at green jobs and "occupation tests" that allow for a direct contact with specific bottleneck and promising jobs have been put in place, by both the FOREM and Bruxelles Formation.


- The amendment of the cooperation agreement between the French Community, the Walloon Region and the French Community Commission on work-linked training will make it possible, on the one hand, to harmonize the status of young people and, on the other hand, to organize a preparatory module before starting work-linked training and thus preventing school leaving.


2013

- A new frame for qualifying education internships was approved on 4 December 2013 by the Parliament of the French Community. Internships become mandatory in all « certification by unit » (CPU – Certification par Unité) options as they develop in the 3rd degree, in all qualifying 7th grades as at 1 September 2014, and gradually in other training courses in 5th and 6th grade. Schools retain the option to include the internships in their educational project (and are encouraged to do so) in the optional courses of the 3rd grade where internships are not mandatory and in the 2nd grade.
