21/12/2016 : Social Advancement Education accentuates its role as an operator of dual education.

In order to promote the graduation of the largest number of adults and to increase the integration of social advancement education in line with the realities and needs of the field, the Government adopted in its third and final reading the draft decree of the Minister of Social Advancement Education modifying various measures in Social Advancement Education.

These changes are intended to strengthen the pedagogical practices put in place to enable each adult or young adult to train, succeed and start up again throughout life. They also aim to increase the accessibility of this type of education by opening the doors of schools to the greatest number, with particular attention to the most vulnerable ones and far from the labour market.

The draft decree provides for the modification of various measures but also the emergence of dual education for the secondary level within this type of education. More specifically, it allows:

  • The development of dual education in secondary Social Advancement Education, which will be carried out in perfect harmony with the guidelines of the Pact for Teaching Excellence and in conjunction with the regional vocational training operators. In practice, this means that Social Advancement Education professionals will be able to bring their expertise and know-how by setting up a training offer combining teaching and business activity.
  • Personalized support for learners throughout their studies. Each organizing authority (teachers, management, training advisors, etc.) will now be able to set up an individualized social and pedagogical support for the learner, right from the time of registration and until the diploma. In this regard, a "reference person" will be appointed within each institution.
  • Greater valorisation of previous experiences. The institutions of Social Advancement Education will now be equipped with an integrated process of valorisation of acquired knowledge. The latter will allow them to recognize more experience and the previous know-how, the formal and non-formal achievements of the students during the establishment of their course program. Through this tailored program, more exemptions will be granted and valued on a case-by-case basis.


2016

The new cooperation agreement (French Community, Walloon Region and French Community Commission) concerning the French-Language Professions and Qualifications Service (SFMQ) from October 2015 was approved by decree by various Francophone Parliaments in December 2015 and January 2016. It is a step forward for the world of qualifying education, vocational training, validation of skills and companies. Indeed, this text will allow a student from qualifying education or a job seeker in vocational training to get the same professional skills for the same job. The new cooperation agreement aims at reforming the SFMQ to make it more effective: to accelerate its production of job profiles and trainings and their practical implementation. The goal is to reach 105 new profiles by the end of 2017.

December 2015

09/12/2015: the Government of the French Community of Belgium adopted a draft decree on inclusive social advancement education. This draft decree aims at a personal service and at a better taking into account of the specific needs of students with disabilities through the implementation of "reasonable accommodations". Henceforth, institutions shall take the necessary measures to enable students with disabilities to access their training places and courses with tools adapted to their needs. Specifically, these measures or "reasonable accommodations" can be multifaceted:

• physical, such as organizing classes on the ground floor, the expansion of some sheets of paper;

• immaterial, in particular granting additional time to pass a test;

• organizational, with, as an example, an authorized human support;

• pedagogical, through the use of suitable softwares such as the audio-text conversion program.


07/10/2015: The Government of the French Community approved on second reading a series of measures to promote the organization of internships for students. The first measure concerns internships in neighboring countries or in another Community. The Government determines the specific terms of the internship for cross-border students and the decree plans the organization of internships abroad under certain conditions. The second measure concerns the document sent to the workplaces. It is expected that the Government fixes the explanatory model of the types of training and of the education expectations towards the workplace. The third measure concerns the company tutors. The goal is to help the workplaces to designate a tutor qualified to the support of the trainee inside his/her company.


October 2015

May 15, 2015: Decree on the creation and management of a French-speaking Qualifications Framework, the " CFC ".

There shall be a French-speaking Qualifications Framework for education and training throughout life, (CFC).

This framework of public policy and regulated by the Public Authorities aims at :

1. promoting continuity and progressiveness of the citizens’ learning pathways

a. by facilitating the management of these pathways between teaching, professional training and certification of skills’ operators,

b. by facilitating the link between initial and continuing training,

c. by promoting, among pathways, both formal and non formal and informal recognition of prior learning;


2. enhancing the intrinsic quality of the teaching, training and skills validation process, ensuring the adequacy of the positioning of each certification at a given level of the frame.

3. Increasing in Belgium and in the European Union the readability of certifications of the French Community, the Walloon Region and the French Community Commission and thus:

a. facilitating the establishment of correspondences between different countries and regions certification systems;

b. enable individuals and employers to use the CFC to better understand and compare the qualification levels of different countries, regions and education and training systems.


At the center of policies to strengthen the training, education and employment synergies, the "Qualifying education – Training - Employment" fields were officially launched in late February 2015, resulting from the Decree adopted in April 2014. These will enable the development of joint projects and the search for optimal consistency between supply and the identified socio-economic needs. The additional offers of internships in companies and business investments in schools and with training providers will be discussed and planned.

10/02/2015 : Guidance Note "to boost education for Social Advancement and Distance Learning." The Government's commitment is to offer adults and young adults, modern and diversified training and education offers to graduate, and enhance personal development of the greatest number, but also to participate in the development of the regions by supporting promising and innovative sectors: 3 priority areas have been identified:

1. Ensure accessibility of every citizen to this teaching, with particular attention to those furthest from the labour market. A "tailored" program will be developed for the learner and social and educational support will be set up, from registration on to graduation for better orientation, the drop-out detection and individual support will be implemented. The organization of teaching modules will also be redesigned, including via e-learning and distance learning.

2. Develop a diversified educational offer, adapted to current issues, and as part of a strong local programme, developed in partnership with secondary (fields) and higher (clusters) education but also with regional employment services. A true reflection will be conducted with secondary education for remedial actions or studies redumption in the event of dropping out after the common part and in the context of the fight against early leaving.

Agreements will be developed with different training actors concerning skills shortages, promoting training for obtaining the Higher Secondary Education degree (CESS), the distance languages learning certification as Wallangues, the development of the alternance in higher social advancement education.

3. Control and Visibility: Creating tools for piloting, indicators, multicriteria and performance analyse, creating an educational resource center or in-service training of teachers, optimization of the Staff framing and launching of an information campaign, etc. These measures will participate in the modernization process.

Social advancement education is a tool that allows each adult or young adult to learn otherwise to invent his future, to form himself, to succeed and bounce throughout life.

In a context where education is the main challenge of the Government of the French Community, social advancement education should occupy a spot size and benefit from useful levers for its deployment. Better training suited to adults can indeed play a key role in social inclusion and development but also for employment and development of the Regions.


10/02/2015 : As part of the 2014-2020 ESF programme (European Social Fund), the Government of the Walloon Region and the Government of the French Community selected nearly 400 projects for a total budget of € 800 million. These are as follows:

1. Businesses and Creativity: € 84 million will be spent on training and support to the Walloon job seekers but also to self-creation of employment and business creation.

2. Knowledge and skills: Training-related projects will be supported for an amount of € 316 million, the project "junction" that will fund teacher (from vocational education) training in companies, but also training in the Advanced Technology Centers. This line of financing will also support and implement the teaching-learning partnership that will create a bridge between the world of learning and that of the business.

Part of the funding will also be devoted to the rehabilitation of non-school-age youth who possess valuable skills, to alternating training and supporting young people from special education during their transition to the professional world.

3. Include and employ: € 250 million will be spent on improving access to insertion devices, support for job seekers in their job search, or to fight against discrimination man / woman in the professional world.

4. Objective "youth": € 126 million will be reserved in the next 5 years to help young people under 25 years to enter the labor market, including NEETS (Not in Education, Employment or Training). This axis also covers initiative for youth employment.


The DPR (Regional Policy Statement) from 2014 to 2019 of the Government of the Walloon Region plans the conclusion with the social partners of an employment and training pact, in close cooperation with the French Community’s initiatives in order to strengthen the links between education and training. Consultation with the social partners was initiated in late 2014. The objectives are to support the hiring and retention in sustainable and quality jobs, enhance skills matching the needs, and develop courses and lifelong education.


The 2014-2019 DPR aims to define a "path to employment" for every young out of his studies, particularly by amplifying and sustaining the youth guarantee, developing an appropriate accompaniment when leaving school, by developing internship, and through targeted aid. More specifically, the Government foresees to:

- Strengthen the target group measures for young people starting their first job. A private employer hiring a young person that does not have a higher education degree would then benefit from a 0% social security contributions rate for a given period, degressive and being longer when the young person is unskilled;

- Propose, after consulting the social partners, to offer a first real professional experience ("integration contract") to each young person who, 18 months after leaving school and despite his efforts, has trouble to find a job on the labour market.


A course for newcomers will be set up, in addition to the other elements of the Walloon political integration of people of foreign nationality and origin, in training, coaching and citizen participation. Learning French will gradually be made mandatory. An action plan for literacy and learning French will be adopted with various Francophone entities and involving all stakeholders.


The 2014-2019 DPR aims to strengthen training and guidance policies, particularly promising trades and trades in demand, to increase access to higher education and lifelong training, alternative pathways, develop certification for vocational training and the recognition and validation of skills. Through the PM 4.0 (Marshall Plan 4.0), the Walloon Government will focus on specific devices, this in close collaboration with the French Community. In training, the focus will be on the development of:

- dual vocational education as pathway of excellence (which includes the topic of internships in businesses, the status of the learner and the recognition of skills);

- The development of the learner’s orientation (particularly in developing living areas, the cities of business and strengthening "business tests");

- Facilitating access to higher education and training throughout life;

- Devices to strengthen the knowledge of foreign languages.


Regarding scientific and technical studies, the CPD 2014-2019 plans to focus on students aged 10 to 15. Partnerships will be developed between primary and secondary schools in order to explore scientific experiments for primary school students. Specific animation modules will be developed, educational materials will be available and the scientific skills of new teachers will be strengthened as part as their initial training. It is also expected to give a "polytechnic" dimension to the general core of topic in secondary education by introducing science courses, techniques and technologies, and to organize technical discovery activities for all students. The Government will consider the creation of a technological pathway leading to higher qualifications in vocational education. Outreach initiatives of the results of research and scientific achievements will be promoted. Scientific studies and careers will be promoted among young people.


Promoting vocational education will also be continued, based on enhanced synergies with the world of work, particularly through the widespread of internships, the development of VET-platforms, the development of immersion in a business, the development of dual vocational education. Access to advanced equipment will be generalized (for Advanced Technologies Centres (CTA) in particular, of which the development will be supported by the EFRED (European Fund for Regional Economic Development)).


DPR 2014-2019 forecasts the conclusion of a pact for employment and training, with the social partners, in close synergy with the initiatives of the French Community in order to strengthen the links between education and training. Consultation with the social partners should start in the coming weeks. Partnerships between Forem and its public or private partners will be confirmed through cooperation agreements for insertion.


Early January 2015: The Cooperation Agreement between the Walloon Region, the French Community and Cocof on the alternance training reform was approved in the Committee of the Walloon Parliament. The text provides a single contract for young people attending alternance training organizations in the Walloon Region and the Brussels Capital Region (CEFA, IFAPME and SFPME centers) and will harmonize payments granted to apprentices during their training in business, as well as the business approval. A Francophone Office of alternance training (OFFA) will be implemented to support the harmonization of practices, statutes and contracts. This reform should be operational in September 2015. As part of the transfer of responsibilities, the incentives for work and training will also be reconfigured.
