Academic Guidance

Adult Education (AE)

In order to assess the strengths and weaknesses of trainees in adult education, VOCVO has made a new digital screening tool available: the Study and Exam Skills (VaSEV LLL) questionnaire.

Part-time artistic education (PAE)

Not applicable: the CPG is not competent for PAE.

Vocational training VDAB

The content and steps of the training pathway are monitored by means of a technical and pedagogical record, permanent evaluation, team discussions and so on.

Entrepreneurial training SYNTRA Flanders

Career Guidance

All working people (both employees and the self-employed) are entitled to career guidance once every six years. With the career counsellor, a career goal is determined and a personal development plan is devised and monitored. To this end, the Flemish government has recognised 19 career guidance centres run by various organisations.

The SERV competence team has developed a database which may be consulted online, COMPETENT, with professional competence profiles associated with occupational clusters. Competent is based on the occupational databases of ROME v3 (the occupational repertoire of occupations and jobs of the French employment service), supplemented with information from the Flemish employment market.

Adult Education (AE)

Through the new financing system, the Centres for Adult Basic Education and Centres for Adult Education offering general education and Dutch as a second language receive an additional teaching staffing allocation of 10 percent for the organisation of learning pathway guidance, the organisation of activation and career guidance and the organisation of open learning centres.

Part-time artistic education (PAE)

Vocational training VDAB

With effect from 1/7/2013, the VDAB assumes overall responsibility for career guidance in the reorganised career system. The management of the career service provision programme that VDAB will undertake is the logical consequence and implementation in practice of the career accord of 17 February 2012. It also represents the application of the European vision and regulations on employment market instruments. In the concept paper on ‘career support for working people’ (6 July 2012, VESOC), a number of roles and tasks are ascribed to the VDAB. Among other things it will be authorised to mandate careers centres, issue career cheques for employees in Flanders, and determine whether customers are entitled to guidance over a longer period. The 'job shops' represent the  visible face of career service provision, and can be contacted by Flemish employees for information and advice. The VDAB will also propose a number of requirements that career guidance must satisfy, monitor the quality of career guidance, remain a source of expertise in support of the mandated centres, identify trends on the market and define an effective career guidance response to such trends.

As well as the conventional media, the extensive Internet applications are also particularly important aids, as is the service line. Every year, several hundred thousand vacancies are advertised by email, letter and other means (either automatically or by request).

Aside from pathway-to-work guidance, jobseekers looking for a suitable position can, via the VDAB website, also access numerous filing cards which form part of the careers information. These filing cards are of course also accessible to people who are working. http://vdab.be/cobra/. In collaboration with a British partner and the community education system, the VDAB has developed a new occupational orientation tool, Orient, which can be found on Mijn Loopbaan. Based on the interests and competencies reported by the user, this determines which professions would be suitable.

The CV database is a free database which contains CVs of applicants. Employers can use this database to select and contact promising candidates themselves. Job-seekers can place their own little promotional film on the net.

Jobseekers and employees can visit the 'job shops' for information about training provision in Flanders, as well as about available jobs and further career options. VDAB consultants and/or colleagues from local partner organisations are available to provide explanation and support to customers trying to find their way through the different options.

For people who are out of work, VDAB has been offering pathway-to-work guidance, or ‘tailor-made job guidance’ since 1999. This method implies a thorough and personal guidance of jobseekers and consists of different stages:

  • pathway-to-work diagnosis and setting (qualifying intake, screening, orientation, psychological assessment and medical check-up, profile setting, information sessions, previous education),
  • job application and work attitude coaching
  • training at a centre.

Since 1 January 2006, VDAB has been calling on non-commercial and commercial counselling organisations to provide guidance, training and/or work-experience placements for the long-term unemployed. In pathway tendering full pathway-to-work guidance is entrusted to external partner organisations. VDAB ensures that candidates are provided with high-quality pathway setting. For the monitoring of applications (including by the partners), the VDAB has developed an online client monitoring system via the WIS terminal and the VDAB website. Job-seekers can be sent details of these vacancies.

Every year, the VDAB conducts a survey in conjunction with the Department of Education and Syntra of all graduates and school-leavers as they search for their first job. The reports on this exercise may be downloaded and the detailed data consulted online. The latest report is the 25th survey (June 2008 - June 2009).

Entrepreneurial training SYNTRA Flanders
