Organisational Aspects

There are various different organisations (non-profit organisations, university colleges, universities, etc.) that offer in-service training projects. These are recorded (purely for information reasons, with no evaluation purpose) in an in-service training database that can be consulted online.

The decree of 8 May 2009 regulates in-service training resources for the institutions, in-service training on the initiative of the Flemish government and in-service training on the initiative of the pedagogical counselling services.

In-service training resources for institutions

Schools are required to draw up an in-service training plan every year, setting out in-service training needs. This must be approved by the local negotiation committee, the basic consultation committee, the enterprise council or the general staff meeting. The legislation adopts a broad interpretation of in-service training, provided it can be demonstrated that the funded initiatives contribute to the professionalism of the teaching staff. In-service training is organised on a free market basis. For the in-service training of their staff, institutions can contact the in-service training organisation of their choice, and can consult the in-service training database. There is a budget for institutions at the level of elementary education, secondary education, adult education, part-time arts education, CPGs and adult basic education.

In-service training on the initiative of the Flemish Government

Every year, the minister decides on a number of themes for in-service training projects which are needed to support the implementation of educational reforms. The selected projects are then offered free of charge and on a cross-network basis.

For school year 2012-2013, the in-service training themes of the previous school year have been retained: competence-based education and ESD, education for sustainable development as a means of developing civic consciousness. Both themes are in the first instance intended for school teaching staff; competence-based education for secondary education, and ESD for elementary and secondary education. For school year 2013-2014, school teams can follow an in-service project around following four themes: competence development in part-time artistic education, heterogeneous groups and differentiation within the classroom education with attention to students with special needs in compulsory education, HR-policy and workplace learning.

In-service training on the initiative of the pedagogical counselling services

The network-specific pedagogical counselling services of VSKO, GO!, OVSG, FOPEM, POV, VONAC/VOOP, the Federation of Steiner Schools in Flanders and IPCO [see 11.1.4] receive separate budgets every year for the organisation of in-service training and support activities

  • for their own staff members and those of the institutions they support;
  • for the organisation of the training of principals of the institutions they support;
  • for the organisation of in-service training in terms of job descriptions and evaluation for the management teams of the institutions they support.

They also decide which programmes for principals are eligible for reimbursement.

Professional development by the SNPB (Association of Network-Related Pedagogical Counselling Services)

A non-profit organisation, the Association of Network-Related Pedagogical Counselling Services, is subsidised as long as all network-related pedagogical counselling services are represented in it and projects are carried out that support all institutions that belong to the project target group. The association is required to report every year to the competent services of the Flemish Ministry of Education and Training.
Annual subsidies are granted for:
●    the development of a second-line infant-participation support structure to support nursery schools in municipalities with at least 25% equal opportunities pupils, provided these municipalities are located within the working area of a local consultation platform [see 12.3.2]: 1 409 000 euro from 2011 onwards;
●    second-line support in the area of linguistic-skills education in elementary schools located in the peripheral and language-boundary municipalities and the municipalities in the wider periphery of Brussels [see 12.3.2.3]; 1 020 898 euro from 2011 onwards;
●    further training for the coordinators and pathway counsellors working at the centres for part-time vocational secondary education and the centres for part-time training, the directors of the SYNTRA educational facilities and the learning-pathway counsellors [see 6.4]: 199 000 euro from 2011 onwards. In 2014 this project will no longer be continued;
●    the integration of ICT in regular in-service training and support: 400 000 euro from 2011.

In-company work experience for teachers

All staff members in secondary education (incl. PVSE), apart from principals, vice principals and the statutory supervisory, specialist and service staff working within GO! may – within the framework of an in-service training plan – go on an in-company work experience placement.

To provide replacements during the school year for teachers on such placements, an allocation of replacement units (on the basis of the total number of teacher hours) is provided, which is pooled and managed within a collaboration platform. Schools also receive operating funds for prospecting and for the additional costs incurred by staff members while on placements.

The replacement units and operating funds may only be used by schools that work together as part of a collaboration platform with or within one or more schools communities [see also schools communities 2.6.2.2.2 and replacements 9.2.5].

Since 1 September 2012, replacement units and operating funds have no longer been allocated for placements. From 1 January 2013, the resources liberated in this way will be added to the in-service training budget for schools. In this way, schools will be able to use their funds flexibly.

Professional development of teachers and lecturers in entrepreneurship

Between 1 February 2011 and 31 January 2013 teachers, lecturers and management members from secondary education, adult education and the teacher training programme can take brief ‘taster placements’ of 1 to 3 days or ‘hands-on placements’ of at least one week in companies through the PROLERON-bis project (a European project for the Professional Development of Teachers in connection with Entrepreneurship). Through the placement, teachers and lecturers gain more of a feel for self-employment and day-to-day realities in a business. In addition to the provision of work experience placements, PROLERON also regularly offers in-service training sessions and workshops to do with entrepreneurship for teachers, lecturers and students on the teacher training programme.

The VES has developed a portal site on alternance training and also provides an online overview of numerous initiatives in the area of entrepreneurship education including PROLERON and an e-platform smartschool for teachers of economics, commerce and business administration.

The Enterprise Agency of the Flemish government has taken the initiative of creating VON-online, the Flemish Network for the Promotion of Entrepreneurship.


In-service training counsellors in the alternance training system

Every year, a maximum of one non-profit organisation can be subsidised whose purpose is to provide in-service training for training pathway counsellors at a CPE and training pathway counsellors at Syntra Flanders, and which offers its services to all centres within the alternance training system.

Incentives for Participation in Continuing Professional Development (CPD) Activities

Both the management and all staff members of the school can in principle gain access to in-service training funding. However, it must be demonstrated that the in-service training is useful for the staff member’s job. Schools can refund teachers’ transport costs and registration fees and also decide whether teachers can be released from their teaching duties for the training.
