From the moment a childcare centre acquires a permit, a recognition or a supervision certificate, evaluations will be carried out regularly by Child and Family to check whether the regulatory conditions are still met. Child and Family bases its decision on the evidence found by the Agency for Care Inspection, who carries out the evaluation ‘on the ground’. The Agency for Care Inspection ascertains, based on documents and research on the ground, whether the day care centre still meets the regulations.

Additionally, an obligation exists for the establishment of a quality manual for organisers of childcare with a permit or a recognition, and with more than 18 care places.

Measuring and Monitoring the Quality of childcare for Babies and Toddlers (MeMoQ)

In line with the project MeMoQ (Measuring and Monitoring of Quality in Childcare for babies and toddlers), Flanders is working on a new framework for measuring and mentoring the pedagogical quality of the Flemish day care.

The pedagogical framework launched in 2014 (cf. above) constitutes a first step in the MeMoQ-project. The framework forms the basis for the development of several connected instruments:

  • The scientific tool

This instrument should lead to a scientifically based view on the general quality of day care for babies and toddlers. This instrument will be used to set a benchmark; the intention is to carry this out periodically.

  • The monitoring tool

With this instrument the quality of individual day care is assessed. It will be used as an inspection instrument by the Agency for Care Inspection, who will assess whether the minimum pedagogical norm is reached.

  • The instrument for the day care’s self-evaluation

The day care centre and its employees can use this instrument to reflect on their own functioning and to consequently improve it.

The development of these tools is still ongoing, and will be finished by the end of 2016. From 2017 onwards, new instruments and the results of the process determining the benchmark, carried out with the scientific tool, will be available.
