Area

The FLAG area is typical of Northern Brittany, combining a succession of rocky coastline, bays, river estuaries and marshes, as well as coastal towns strongly connected to a dynamic maritime environment. A great variety of ecosystems and scenery compose this area which is greatly influenced by the strong tides and harshness of the sea. The area has a strong fisheries identity and economy, hosting four fishing harbours, two fish auctions (ranking 5th and 7th at national level), and representing 10% of the national mussel production (100km of dedicated coastline and 4 000 tonnes produced per year).

The main species of the area are seabass and shellfish, in particular scallops and mussels. Fisheries activities are mainly small-scale and coastal, with a few deep-sea fishing boats also stationed in local harbours.

The area also has a “maritime forum”: since 2015, this platform gathers 30 stakeholders representing the fishing sectors, as well as environment, renewable marine energy and public administration stakeholders.

The challenges faced are mostly linked with the fisheries resource (e.g. seabass fishing facing increasing limitations, marine litter…), the lack of attractiveness of a career in fisheries or shellfisheries, and tourism which is placing increasing pressure on small coastal towns and demographic dynamics (access to housing, environmental pressure on the coast and water resources…)

FLAG strategy

The primary objective of the strategy is geared towards the development of the fisheries and aquaculture sectors of the territory. The FLAG's main goal is to create and maintain jobs and a qualitative environment for these activities to prosper. This broad aim is divided into five priorities:

  • Promoting dialogue on maritime issues and skills development of local stakeholders;
  • Developing knowledge and expertise on the interactions between the coastal environment resources and human activities;
  • Protecting the coastal area from marine litter;
  • Promoting collective knowledge of fisheries and marine cultures as a perspective in vocational guidance;
  • Promoting among local inhabitants the image of seafood products produced, fished and landed in the Pays de Saint-Brieuc.

Project examples

Valuing fisheries and shellfish by-products:

The intense fishing and shellfish farming activity in the Pays de Saint-Brieuc leads to the production of by-products (shellfish waste and fish processing by-products), most of which currently processed as waste. These by-products could become resources for the territory and kick-start a fisheries-centered circular economy. The Pays de Saint-Brieuc in collaboration with multiple players in the territory therefore wishes to address the issue of managing these shellfish co-products and have a tool to manage and exploit these resources and which ultimately should focus on local economic development, local job creation and innovative projects.

Other project ideas currently foreseen by the FLAG focus on:

  • Diversification: combining professional fisheries with tourism activities
  • Knowledge: designing research programmes to improve data collection and knowledge on local fishing activities
  • Processing: analysing the feasibility of developing a processing unit for local seafood products 

Expertise & cooperation

The FLAG area and its partners have a strong experience in:

  • Developing projects around the maritime identity of the territory and designing tools for integrated coastal management (e.g. the website www.icilabaie.net)
  • Coordinating and mutualising tools dedicated to the management and valorisation of marine litter.

The FLAG is interested in cooperation projects dedicated to:

  • Gastronomy and promotion of the area
  • Promoting fisheries and aquaculture careers
  • Management and value added to waste and seafood by-products
