Area

The FLAG territory is in the northwest of Constanta County. In the centre of the territory is the city of Harsova which is surrounded by the four communes of Ghindaresti, Horia, Topalu and Crucea. The area situated between the Danube and the Black Sea is characterised by rolling hills and is steeped in history. As such, it has a high potential for tourism due to its rich natural and cultural assets.

The area has a diverse local population. However, it is ageing due to young skilled people migrating to Constanta, Bucharest and other EU countries. This out-migration is a challenge for the region. As there are no young adults entering the local industry, knowledge within traditional-rural sectors, agriculture and small-scale fisheries, is becoming lost.

The FLAG territory includes the following protected areas covering a total of approximately 702km2:

  • Balta Mica a Brailei (Natura 2000).
  • Dunarea Veche – Bratul Macin.
  • Canaralele Dunarii.
  • The Hill Allah Bair (Natura 2000).
  • Allah Bair – Capidava.
  • Stepa Saraiu – Horia.
  • Canaralele from Hârşova.

FLAG strategy

The overarching objective of the FLAG’s local development strategy is the sustainable development of the area’s fisheries. More specific aims include:

  • Adding value to local fisheries products, creating jobs, attracting young people to the area and promoting innovation at all stages of the fisheries supply chain.
  • Supporting diversification, lifelong learning, and the generational transfer of industry knowledge.
  • Promoting social welfare and cultural heritage in fisheries areas, including the promotion of fisheries.

Project examples

Project examples and ideas for the FLAG include:

  • The modernisation and development of mooring points, landing sites and fish market centres.
  • Investment in equipment that improves the selectivity of fishing gears by size or species and contributes to limiting the impact of fishing on the environment.
  • Educational initiatives related to fisheries occupations.
  • Acquisition of traditional boats and development of related facilities for eco-tourism.
  • The development of local events, festivals, fairs and fishing exhibitions.
