FLAG Factsheet
FLAG Neamt is in North-eastern Romania. The region is predominantly rural with an economy mainly based on agriculture (including fishing and aquaculture), forestry and tourism. The region’s primary sectors include the chemical and processing industries.
A key challenge for the FLAG area is its ageing population. The net out-migration of young people over the last decade have had a substantial negative impact on local development perspectives. The region’s unemployment level is above the national average making attracting young people to area a challenge. Fisheries and aquaculture initiatives and diversification of economic activities are central to reversing these trends. The FLAG’s local development strategy aims to increase investment opportunities which will, in turn, lead to increased employment opportunities. Thus, contributing to and providing better living conditions for the local population and the economic stability of the area.
The FLAG includes the protected area of Stânca Şerbesti - Ştefan cel Mare.
The overall objective of the FLAG strategy is the sustainable development of the areas fishing and aquaculture sectors by stimulating new economic activity and investment, creating social and economic opportunities for local inhabitants, promoting the area as a tourism destination.

The FLAG has experience in implementing local development strategies and has expertise in implementing European funded projects and local development strategies. (expertise it would like to share with other FLAGs at national and international levels).
The FLAG area partially overlaps with the territory covered by two local LEADER LAGs located in Neamt County (LAG Dragomiresti-Stefan cel Mare and LAG Nicolae Roznovanu). The FLAG is in partnerships with the two LAGs. As such, they share certain board members and a legal structure. The FLAG, however, operates its own independent local development strategy from a single fund (the EMFF).
The FLAG’s membership consists of two territorial units (from the communes of Podoleni and Ruginoasa), four commercial companies (two of which are from the fisheries sector) and the Dragomiresti-Stefan cel Mare and Nicolae Roznovanu LEADER LAGs.
