To the north of Lisbon, Mafra and Cascais are coastal municipalities with strong fisheries sectors due in part to the presence of two auctions and important municipal fish markets in Ericeira and Cascais.
The area has great potential for tourism since the region is known for sea sports, gastronomy, the weather, etc.
Ericeira was declared a World Surfing Reserve in October 2011 by the international Save the Waves Coalition. It was only the 2nd Reserve to be distinguished as such worldwide, and is still the only one in Europe. This recognition is important for the local economy and its development.
The main challenges the area faces include a need for investment in basic facilities at harbours and wharves to underpin their operational viability and at the same time to increase the tourism activities.

The area is very close to Lisbon, a market with enormous potential. The FLAG intends to support the supply chain from sea to fork by bringing added value to fish and fishery products. There will be a particular focus on processing, distribution and marketing.
The vision for the territory shared by the partnership is "to contribute to the sustainability of local economies by supporting sustainable activities in the marine and maritime sectors as a whole”.
The FLAG intends to improve the fisheries communities' quality of life and to develop links and synergies between fisheries and touristic activities.

National
The FLAG intends cooperate regionally, nationally and internationally. The main areas of interest are short supply chains, promotion of local products, vocational training and blue growth.
The FLAG also functions as a LEADER LAG and the two areas of intervention overlap. They share the same legal structure. The organisation is multi-funded, receiving funding from the EMFF, ESF and the EAFRD.
The FLAG membership includes the municipal chambers of Mafra and Caiscais the Docapesca-Portos e Lotas, S.A fisheries compagny, three local fisheries organisations, a fisherman's insurance organisation, a water sports association on lifesavers.
