Area

The Dobrogea South FLAG is situated in the south-eastern part of Romania, in the historical Dobrogea province. The area is bordered to the south by Bulgaria and to the east by the Black Sea. The FLAG territory includes part of the metropolitan area of Constanta which is country’s fifth largest city. While the population is predominantly Romanian, there are also large Turkish, Tatar, Roma, Hungarian, Lipovan and Aromanian communities.

The area has several important sectors including the agriculture, aquaculture and fisheries. The region is also known for its large furniture and bakery industries. Central to the area’s economy is the Constanta South Agigea Port on the Danube Delta where activities include the transportation, storage and production of goods.

A key challenge for the region is the ongoing out-migration of highly skilled workers to Constanta, Bucharest and further afield. In the early 1990’s, traditional means of employment fell out of favour with the area’s youth. Now the many locals in the area rely on seasonal employment.

There are six protected natural areas in FLAG’s territory covering 30km2. Protected areas include the marine dunes from Agigea, Lake Agigea, Lake Techirghiol, Straja Cumpana, the maritime Tuzla Cape area and the Black Sea shore.

FLAG strategy

The FLAG strategy is divided into five main objectives:

  • Developing an infrastructure suitable for the landing, unloading and marketing of fisheries products.
  • Developing eco- and pesca-tourism in the area.
  • Supporting environmental protection activities at a local level.
  • The reconstruction of social institutions through the creation of representative NGOs for young people and women in fisheries communities.
  • Re-establishing community links with the area’s fisheries tradition and culture to ensure sustainable development and improve the perception of the economic and cultural importance of the fisheries sector.

Project examples

Project examples and ideas include:

  • The building, upgrading and expanding fisheries processing units. This will include the construction of market units and utility stores.
  • The modernisation and extension of a social infrastructure supporting the relatives of fishermen and fisheries workers in the area.
  • Organising events to promote local heritage, traditions and environmental protection.

Expertise & cooperation

The Dobrogea South FLAG has experience in project management, the promotion of cultural heritage and in cross-border cooperation projects. The FLAG is interested in exchanging experiences and best practices on transnational cooperation, the processing of fisheries products and the reduction of marine and river pollution.
