Area

FLAG Mangalia Litoral is in the south-east of Romania. The territory borders Bulgaria to the south and the Black Sea to the east and is characterised by coastal cliffs, coastlines and low floodplains. The region’s coastal location is well suited for both fisheries and tourism.

Fisheries have historically been an important part of the region’s economy and the industry includes activities related marine fishing, aquaculture and processing. However, the industry is in decline and many of the shipyards which once flourished in Mangalia are now closed.

Challenges for the FLAG area and its communities include low and inadequate facilities, poor working conditions, unregulated local markets and a lack of infrastructure. High unemployment and a lack of training and educational opportunities are also a challenge for the region, as it its aging population.

FLAG strategy

Central objectives of the FLAG strategy include balanced economic development throughout the area, strengthening the competitiveness of the fisheries sector, increasing employment, improved social cohesion and inclusion and environmental protection.

More specific aims include:

  • The diversification of fishing and aquaculture activities through the development of tourism.
  • Purchasing equipment that improves and increases fishing catches in the area.
  • The construction and/or upgrading of fisheries stores and shelters.
  • The creating of and maintaining of new jobs.

Project examples and ideas for the FLAG include:

  • A fishing shelter for fishermen.
  • The development and organising of a local fish festival.
  • The construction of fisheries processing unit.
  • The construction of a ‘rapane’ (snails) processing unit.
  • The construction of an eco-tourism site and lodging house for the development of sport fishing in the black sea.

Expertise & cooperation

As the FLAG is newly established, at present, it does not have any specific expertise to share. The FLAG, however, is interested in cooperation projects related to the development of tourism, infrastructure and the creation of fisheries jobs.
