Area

The FLAG area is a mostly rural area located in the north-eastern part of Kujawsko-Pomorskie region, along the valley of the Drwęca river. There is a long tradition of lake fishing. The key challenges include high levels of unemployment (including a high number of people with low skills and people over 50 and long-term unemployed) and low level of economic activity. The natural potential of the area, especially along the lakes, is not sufficiently utilised and the infrastructure that would facilitate access by tourists is in a poor condition.

Over 52% of the FLAG area is protected, there are two landscape parks and two areas of protected landscape as well as 12 natural reserves with a total area of 680 ha.

FLAG strategy

The three main objectives of the FLAG strategy are as follows:

  • Promoting entrepreneurship, including supporting the developing of businesses run by fishermen;
  • Raising the area’s competitiveness, in particular, through enhancing the environmental assets for tourism development and through investments in infrastructure;
  • Increasing the skills of the community through educational activities.

    This is the only Polish FLAG whose strategy is financed from all the four ESI Funds, with a total budget of over € 5 700 000 and the ESF as the lead fund. The activities aiming at diversification of the area’s economy, infrastructural investments and training for the community will be financed from the EAFRD, ERDF and ESF.

Expertise & cooperation

The FLAG is planning to implement two cooperation projects under EMFF, focusing on exchange on how to maintain and promote fisheries heritage; we hope to increase the competitiveness of the fishing sector.

The FLAG members are representatives of the public, business and NGO sector. The most important representatives are the nine municipalities, 21 local businesses and 13 NGOs, including the Polish Anglers’ Association (who owns a large part of the lakes as well as a fish incubator) and various local development associations. Over 52% of the FLAG members are individuals.
