LT - FLAG Cooperation in Lithuania

FLAGs in Lithuania can choose whether to take advantage of the opportunity to cooperate with other groups, in which case, they choose the themes that are most relevant to them. Projects are expected to cover a broad range of topics, such as improving the competitiveness of and diversifying commercial fishing and aquaculture; fostering innovation, learning and job creation in the sector; improving the use of environmental resources; supporting social inclusion; and preserving fisheries and aquaculture heritage.

In terms of budget available for cooperation in Lithuania, most FLAGs take the decision on whether to allocate part of their budget to cooperation projects but there are no specific requirements to do so. On average, FLAGs in Lithuania can make approximately 5-10% of their budgets available for cooperation.

Level at which cooperation is handled:

For most FLAGs in Lithuania there are no specific cooperation calls. Cooperation projects, as with all FLAG projects, can be presented to the Paying Agency at any time and are evaluated on an ongoing basis. The final approval must be given by the MA within 4 months of project submission.
For those groups that are also Leader LAGs, the Managing Authority organises one call per year establishing the available budget (around €14000). The call is open for a month.

Possible partners:

Cooperation projects in Lithuania must be implemented by the FLAGs themselves.
Lithuanian FLAGs can cooperate with partners from CLLD groups funded by all European Structural and Investment Funds and/or with non-EU funded CLLD-type public-private partnerships.
Lithuanian FLAGs can cooperate with partners in Lithuania, the EU or outside the EU.
There is no limit to the number of partners in a given a cooperation project.

Financing and co-financing of your cooperation project:

FLAGs can undertake cooperation projects within all five objectives mentioned in Art. 63 of the EMFF regulation.
Aid intensity can reach up to 100% of eligible project costs.
FLAGs can apply for support only for their part of the project, partner actions are not eligible.
Cooperation projects must be implemented within 24 months from the date of signature of the grant agreement.
