Fishing has always been an important economic and social activity in Estonia, in both coastal and inland areas. The main focus of CLLD is on increasing the value of local fisheries products – including through small-scale processing and marketing activities; supporting fishermen to diversify their activities; creating or restoring spawning grounds; and social welfare activities.

Cooperation in Estonia will focus on three main areas: joint marketing, knowledge transfer and promotion of fisheries and maritime activities.

A coastal fisherman in Western Estonia has redeveloped his fish shop, allowing fresh fish to be processed locally for the first time, while also creating jobs.

Puise has become a thriving coastal fishing port in Läänemaa after a regeneration project supported by the local FLAG.

Exchange between businesses from three countries helps raise skills of local entrepreneurs, develop new products and encourage young people to engage in business activities.

Two FLAGs and two LAGs from Finland and Estonia signed a cooperation agreement to promote youth exchanges around fisheries cultural heritage in order to revitalise the traditional links between Estonian coastal villages and Finnish coastal areas. Lake Peipsi is the fourth largest lake in Europe and Estonia's largest FLAG. The Peipsi fisheries areas include Lake Peipsi, Lake Pihkva, Lake Lämmijärv, nine lakes in Vooremaa and the coastal areas of Suur-Emajõgi downstream from the city of Tartu.

The coast of Läänemaa is sparsely populated, has a low relief and a coastline that is split sharply. Fishing has traditionally been mostly small-scale but in recent years has benefited from the expansion of several ports in the area.

Located in the south-west of Estonia, the FLAG area is situated around the Pärnu Gulf. The largest of the Estonian counties, Pärnu geographically covers 10.6% of the Estonian mainland and a total of 177 islands; of which only two, Kihnu and Manija, are inhabited.
