Activităţi suplimentare şi alternative

„Sprijinirea diversificării” este al doilea obiectiv menţionat în Axa 4 pentru dezvoltarea durabilă a zonelor pescăreşti [articolul 43 alineatul (2) litera (b)]. În general, aceasta implică depunerea unor eforturi în vederea îmbunătăţirii mai curând a conexiunilor dintre pescuit şi alte sectoare economice decât a conexiunilor din cadrul lanţului de aprovizionare din domeniul pescuitului, cum este cazul în secţiunea precedentă.

Atât Regulamentul FEP, cât şi FLAG-urile tind să analizeze diversificarea în mai multe moduri diferite - de obicei pornind de la activităţi strâns legate de pescuit şi, ulterior, extinzându-se la alte aspecte. De exemplu, numeroase strategii locale se concentrează pe turism ca mijloc de „restructurare” şi „redirecţionare” a activităţilor economice precum restaurantele locale, pieţele, magazinele şi activităţile de recreere care pot nu numai să completeze, ci şi să aibă un efect multiplicator puternic asupra pescuitului local [articolul 44 alineatul (1) litera (b)].

Cu toate acestea, regulamentul permite, de asemenea, FLAG-urilor să promoveze orice activitate economică, indiferent de legăturile ei cu pescuitul, ceea ce oferă posibilităţi de angajare alternative pentru pescari - bărbaţi sau femei [articolul 44 alineatul (1) litera (c)]. În cele din urmă, regulamentul permite investiţii în activităţi economice alternative care permit „consolidarea competitivităţii zonelor de pescuit” [articolul 44 alineatul (1) litera (a)] - indiferent dacă sunt legate direct de pescuit sau oferă oportunităţi de angajare pentru pescari.

Ultimele două tipuri mari de diversificare deschid uşa tuturor tipurilor de sectoare „inteligente, ecologice şi incluzive” care sunt recomandate în noua strategie propusă pentru Europa 2020. Majoritatea investiţiilor în aceste sectoare vor fi productive şi necesită cofinanţare privată, la fel ca în cazul valorificării produselor pescăreşti.

Pentru a sprijini schimbul de bune practici între FLAG-uri, diversificarea va fi analizată din punctul de vedere al noilor sectoare emergente din zonele pescăreşti, precum şi al legăturilor lor cu pescuitul, de exemplu:

  • Turismul (inclusiv turismul pentru pescuit)
  • Produsele şi serviciile „verzi” (inclusiv protecţia mediului, gestionarea deşeurilor, economiile de energie şi energia alternativă etc.)
  • Locurile de muncă şi serviciile „albe” sau sociale (inclusiv îngrijirea copiilor şi îngrijirea bătrânilor, colaborarea cu şcolile, sănătatea etc.)
  • Produsele şi serviciile inteligente (inclusiv utilizarea IT-ului, industriile creative şi culturale, designul şi cercetarea etc.)

Acestea sunt domenii în care grupurile LEADER deţin o experienţă deosebit de bogată.  O parte a acestei experienţe poate oferi inspiraţie FLAG-urilor şi va fi vizată în această parte a site-ului internet.

Datorită importanţei pe care o deţine în cadrul strategiilor FLAG-urilor, această temă va constitui subiectul unui seminar şi ghid tehnic transnaţional în 2011, în care se va pune un puternic accent pe turism.

The Axis 4 project "sponges for water quality", led by Professor Pierre Sauleau from Université Sud Bretagne (France), the CRC (Shellfish Committee) of Bretagne Sud, and supported by the Auray FLAG during the 2007-2014 Axis4 programming period, was recently selected for publication by the Horizon Magazine. It illustrates the importance of partnerships that bring research, fisheries and aquaculture professionals together and highlights the benefits of the FLAG's "bridging" role and how this can help the scientific community to focus their research on topics with real practical application.

Sailing Towards 2020: Axis 4 in Action

This brochure has been developed for the "Sailing towards 2020" event, it highlights facts, figures and success stories from the 2007/2013 Axis4 program of the European Fisheries Fund. Stakeholders (FLAGs, Managing Authorities, project promoters) may use it as a source of inspiration for future projects; but it will also interest wider audiences, such as researchers, NGOs and/or the media wanting to know more on local development of European fisheries areas.

FARNET Guide #9 Fisheries and Tourism: Creating benefits for the community

 

This guide has been developed to help FLAGs that would like to strengthen the tourism activities in their areas, while also ensuring that benefits accrue to the local fisheries community. In particular, it provides guidance on three areas that FLAGs will need to think about if deciding to suppport tourism in fisheries areas: how to include fisheries-related tourism in the FLAG strategy, how to develop and support quality tourism project ideas, and how to promote fisheries areas and their specific tourism offer. The guidance is richly illustrated with tables and graphs, and there are also 15 examples from FLAG practice.

EU funding for the tourism sector: a roadmap

The European Commission’s Directorate General “Enterprise and Industry” has just published a guide on EU funding for the tourism sector. The guide contains a short description of all the major EU Funds from which activities related to tourism can be funded, as well as some project examples that can serve as inspiration. Information about funding for fisheries areas under EMFF is included, with some project examples from FARNET. This guide may be particularly useful for FLAGs in areas where tourism is being developed. Those FLAGs might be able to advise their tourism actors on the different funding sources available to them. It is also worth visiting the website of DG Enterprise and Industry to see calls for transnational cooperation projects related to tourism. FLAGs might be in a good position to stimulate such cooperation through their network of transnational contacts.

Mistral sweet factory and café - FLAG Slowinska - PL

 The setting up of a sweet factory that uses Omega 3 acids from fish, complete with cafeteria, helped generate additional income for a fisherman and his family, as well as contributing to the touristic attractiveness of the fishing port of Ustka.

TourFish event on Food, Fisheries and Tourism

The INTERREG 2 Seas Programme Authorities and the TourFish (Tourism for Food, Inshore Fishing and Sustainability) cluster partners will be holding a European event on 23rd and 24th of June 2014 in Hastings, UK. The 2-day event will focus on how agro-food, fisheries and responsible tourism can work together to deliver new opportunities for sustainable development along the coast and in the towns and countryside in the 2 Seas area. Producers (farmers and fishers), tourism professionals and educationalists are invited to come together to share ideas and experiences of combining food, fisheries and tourism.  Click here for the programme and registration.

Women entrepreneurs in Andalusia’s fisheries areas - Andalusian FLAGs - ES

All seven Andalusian FLAGs participated in a cooperation project to foster women entrepreneurship across the region by studying the experiences of local women and promoting successful female entrepreneurs as role models to others to turn their business ideas into reality.
