Description of the area and its main challenges

Like all coastal areas in France, the Marennes Oléron area faces many different challenges: a fragile and threatened environment; seasonal mass tourism; increasing conflicts between the different uses of the coastal environment; inflation of the price of land; a decrease in the number of working people in the population; and a loss of local identity. On top of these pressures, there are also the internal problems of the fishing and fish farming sector.

Population: 35 131 inhabitants Employment in fisheries: Over 7 000*

Surface area / km²: 356 Coastal or inland: coastal

Population density / inhabitants/km²: 99 Protected areas: Natura 2000 zones at sea and inland; on-goingstudymission for the creation of the marine park “Estuaire de la Gironde – Pertuis Charentais”; on-going classification procedure of the Oléron island and of the ancient Saintonge bay sites.

*Fish farming in Charente maritime: 4 000 direct, permanent jobs and 2 900 casual or seasonal jobs. Cotinière harbour: 350 direct jobs and 400 indirect jobs.

Main focus of FLAG strategy

To reinforce the maritime identity of the area, and in particular: creating value added through better valorisation of local products and production; supporting local initiatives that will benefit the environment and promote the area´s maritime heritage; and maintaining, welcoming and supporting people willing to work in the fisheries sector. The themes below all play an important part in the FLAG´s stragegy:

Project examples and ideas

- Develop shorter circuits for activities carried out in the area.

- Promote a global, inter-professional and sustainable management of the waste from the maritime sectors, at the level of the whole area

- Create new services in the area for the population working in the fisheries sector (economic development, seasonal workers, rehabilitation of professionals, accommodation...)

- Jobs for injured fishermen

Coordinating the role of fishermen in designing a Marine Protected Area


Lead Partner / Responsible Legal Entity:  Syndicat Mixte of the Marennes Oléron Pays (a ‘syndicat mixte’ is an inter-community body)

Other key actors / organisations in the partnership : actors from the fisheries sector (regional shell fish farming section, local fishing committee, Cotinière harbour…), local public bodies and inter-community bodies, actors representing the activity poles of the area (tourism, agriculture, water sports...), environmental actors, scientists...

Links with LEADER : The FLAG territory is also covered by the Marennes Oléron Pays Leader LAG which has chosen the theme ‘welcoming, maintaining and supporting active populations, especially young people’. The lead partner is also similar. The eligible actions are complementary, notably on the population working in the sector: sheet n° 3 of the EFF programme / Leader targeted priority. Several organisations are represented on both programming committees and there is coordination between the EFF and Leader teams (technical exchanges on demarcation between the 2 programmes, complementarities between projects...).
