The EU Regulation of the European Parliament and the Council establishing the European Voluntary Humanitarian Aid Corps – EU Aid Volunteers and related legislation create a framework for joint contributions from European volunteers to support and complement humanitarian aid in third countries.

Therefore, the EU Aid Volunteers Initiative provides opportunities to European citizens and long-term residents, from a wide range of backgrounds and with a diversity of skills and professional experience, to get involved in humanitarian aid projects, support the provision of needs-based humanitarian aid in third countries and engage in volunteering opportunities, through deployment and online-volunteering.

The initiative focuses on strengthening the European Union's capacity to deliver needs-based humanitarian aid by providing professional support through the deployment of trained volunteers to people in need. Furthermore, it aims to strengthen the capacity and resilience of vulnerable communities in third countries, through the implementation of joint projects between experienced humanitarian operators and local organizations in third countries.

The EU Aid Volunteers programme offers:

  • Opportunities for European citizens to become EU Aid Volunteers in humanitarian projects worldwide, showing solidarity with those who most need it,
  • Professional support by trained and well-prepared volunteers to communities affected by disaster,
  • Capacity building for local staff and volunteers of organisations in countries hit by disasters,
  • Technical assistance for organisations based in Europe to strengthen their capacity to participate in the EU Aid Volunteers initiative.

Description

GVC (Italy) and Alianza por la Solidaridad (Spain) are international non-governmental organizations having joined their expertise in management of humanitarian action worldwide and now implement the “EU Aid Volunteers in Action” project.

The objective is adding value to ECHO and other Humanitarian Operations with the support of 38 trained EU Aid Volunteers working within 11 local organizations.

18 senior (more than 5 years of professional experience) and 20 junior (less than 5 years of professional experience) volunteers will be deployed in 8 countries (Cuba, Guatemala, Haiti, Jordan, Lebanon, Nicaragua, Saint Vincent and the Grenadines, Tunisia).

The project aims also at building the capacities of local organizations in hosting volunteers, preventing emergencies and being prepared in case of disaster.

Moreover, Europeans and locals will work together to strengthen the resilience capacity of vulnerable communities in least developed and fragile countries.

In the framework of the project GVC will deploy 3 volunteers to Nicaragua.

Humanitarian Context
Nicaragua is a country affected by different natural hazards, mainly earthquakes, volcano eruptions, hurricanes and flooding (Global Assessment Report on Disaster Risk Reduction 2015, UNISDR). The average annual loss (AAL) caused by hazards has been estimated as 111 million USD.
Due to its geography and poverty levels, Nicaragua remains highly vulnerable when dealing with earthquakes, volcano eruptions, flooding, landslides, hurricanes, droughts, and tsunamis. Regarding hurricanes and tropical storms, the estimated population at risk in Nicaragua is 25.4%, equivalent to 1.3 million inhabitants, while droughts affect almost the 45% of the population.
Nicaragua is the second most exposed country in the world to tropical storms. As seen in recent disasters, such as hurricanes Juana, Mitch and Félix and earthquakes in Managua and Masaya, poor people are more likely to be adversely affected, presenting high vulnerability levels due, above all, to the use of inadequate building materials. Moreover, when impacted by the disaster, they deal with greater constrains to cover contingent costs.
The Nicaraguan Army and the institutions within the National System for Disaster Prevention, Mitigation and Response (Sistema Nacional para la Prevención, Mitigación y Atención) have executed 95 projects on Disaster Risk Management and conducted training programs iin 145 Municipalities. More than 4,200 response plans have been developed and 1,200 simulation exercises have taken place, involving 12,000 brigade volunteers, 12,000 troops and a support network composed of police, fire fighters and medical staff, all of them integrated in the emergency plans.
However, in most rural municipalities risk management plans are outdated and the composition of the Municipal Committees for Disaster Prevention (COMUPRED, Comités Municipales de Prevención de Desastres) and Local Committees for Disaster Prevention (COLOPRED, Comités Locales de Prevención de Desastres) frequently changes, so most of the members have limited experience. The lack of information management in real time often delays the decision making, such as in the dengue outbreak that affected more than 8,000 people in 2013 and was caused by a new serotype.
Despite the fact that the National System for Disaster Prevention (SINAPRED) has been promoting the existing legal framework and the political strategy to enhance coordination in reducing the risk of disasters in the country, its level of performance is quiet low, due also to scarce financial resources to ensure the operationalization of preparedness and response plans.

Security conditions
Nicaragua is one of the countries in Central America with the best indicators on public safety with respect to robbery, homicide, presence of criminal gangs, kidnapping, etc. However, basic security and safety rules will apply both to the individual (not carrying much cash, not walking alone on the streets at night, keep an eye on handbags, backpacks and valuable personal items, etc.) and to the dwelling house, especially at night and in Managua.
The volunteer will be hosted by GVC Nicaragua, responsible of coordination and implementation of activities at national level. The volunteer will also work in direct coordination with local implementing partners aiming to building local community resilience to disasters.

Tasks
General

• Support the overall implementation of Disaster Risk Preparedness strategy and activities, including climate adaptation, in the Country.

Disaster Preparedness Tasks

• Support the development of best practices in disaster preparedness
• Providing technical support to disaster preparedness team in the country

Climate Change Adaptation Tasks

• Support the development of best practice in climate change adaptation
• Providing technical support to climate change adaptation staff in the country
• Monitor and disseminate emerging best practice on climate change adaptation strategies, planning and practice

Project Management

• Support the staff in identifying, preparing and implementing programs, projects and project’s components to address livelihoods and climate change issues and readiness

Communication and Awareness on EU Aid Volunteers Initiative

a. Promote local volunteerism in disaster risk reduction, prevention and response;
b. Train local volunteers on organization and implementation of volunteer-based activities, when applicable;
c. Promote partnerships and collaboration between local and European organizations;
d. Draft and publish articles describing volunteer's experience in the field;
e. Gather audiovisual materials to be used in a public awareness activity in the volunteer's local community in Europe;
f. In coordination with the NGOs partner of the project, organize and execute a public awareness activity once back in Europe.

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

Availability for training in presence starting from mid October 2017, availability for deployment starting from January 2018

Condition of service

The Volunteer will attend a 30-hours online training and a 10-days in presence training before her/his deployment.
The contents of her/his training will be decided according to the competences of the Volunteer and the needs of the hosting organization.
During the apprenticeship (if foreseen), the Volunteer will have the chance to experience the work in a sending organization; during the deployment, she/he will improve languages skills and the ability to work in an international context. His/her professional skills will be strengthen.

Length of Deployment:
• 12 months
Deployment duty station:
• Managua, Nicaragua, with missions in the field
Conditions of service during deployment:
• A monthly Subsistence Lump Sum (326,81 Euro per month) intends to cover basic needs and local transport.
• Accommodation, Visa fees, insurance and airfares will be covered.
• The working calendar will be corresponding to the agenda and system established in the field.
• For each month of voluntary activity two days of rest are foreseen.
• For each month of deployment 100 euro of post deployment resettlement allowance are foreseen.

Conditions related to in-presence training:
• If a candidate volunteer is working outside of the EU, travel costs will be fully covered if EU citizens legally reside in a non-EU country for long-term or forever (i.e. who live in that country);
• EU citizens who are on a temporary assignment in a third country that lasts more than 18 months;
On the contrary, only travel costs from an EU country to the training venue shall be covered if:
• EU citizens on a temporary assignment in a third country that lasts less than 18 months
• EU citizens selected by the same organization or affiliate with which they have an on-going assignment in the third country if this assignment is longer than 18 months.
• Please note that additional candidate volunteers will be trained above the number planned for deployment, to create an additional pool to cover drop-outs and unforeseen needs.

Selection process

To apply, the candidate shall fulfill the Application Form online, attach the CV, a Motivation Letter and the Self-Assessment Questionnaire.
• Submission of applications: from 15/05/2016 to 15/06/2017;
• Shortlisting and interviews of the candidates: from 16/06/2017 to 24/07/2017.

In case of changes of the dates, the candidates will be notified.

• After the shortlisting, the preselected candidates will be notified and a Skype interview will be fixed;
• The selected candidate/s for each vacancy will be notified by 01/08/2017. Once selected, the candidate/s will be contacted by EACEA to organize the participation to an online and in-presence training;
• Only one candidate will be selected as the Volunteer for the effective deployment: the final decision will be taken after the training, according with the feedbacks of the trainers.

Timetable
Date of training
In-presence training will take place in the Netherlands at mid October 2017. Training sessions will be in Spanish or English.
Pre-deployment preparation and induction
Pre-deployment briefing is foreseen at GVC HQ in Bologna before the departure, at the end of the apprenticeship. Two days of specific training are foreseen in Nicaragua at her/his arrival.

Deployment is foreseen to start on 02/01/2018, depending on the needs of the Hosting Organization and of the Volunteer
