Médicos del Mundo has been present in Burkina Faso since 2002, implementing projects to improve sexual and reproductive health and reduce maternal and infant mortality, particularly linked to malnutrition. Currently, we have two major projects that support the health districts of Dori, Djibo, and Sebba in the Sahel region, to achieve an improvement in the care of children with severe acute malnutrition and promote sexual and reproductive health in the communities. - From February to December 2018 we worked in humanitarian action in partnership with the Belgian Red Cross to alleviate acute malnutrition in the health districts of Dori and Djibo (Sahel region), serving a direct population of 358,234 children under 5 years of age (51 % girls). - In consortium with Humanité et Inclusion, Veterinarians Without Borders Belgium and the Spanish Red Cross from June 2017 to February 2020 we will work on a development cooperation project to strengthen the resilience of vulnerable populations in food and nutrition insecurity in the provinces from Yagha, Sahel region, for a population of 25,297 children between 0-5 years old. We provide training in municipalities and management committees aimed at community health agents to improve their involvement in the health of their community. Our objective is to improve the prevention, the quality of medical care, especially at the ambulatory level and in hospital recovery centers, reinforcing the Burkina health system. We seek to fulfill the right to sexual and reproductive health, especially of young people, through sexual education, improvement of health services, family planning in the face of the prevention of premature pregnancies, gender violence, of early, child and forced marriages of female genital mutilation and excision.

Operational context:
Medicos del Mundo has been working in Burkina Faso since 2002 and has all the experience and resources necessary to facilitate the work of its teams in the field.

Logistics and material resources: the office of MdME in Ouagadougou is located in the wood zone, close to the offices of many technical and financial partners. The premises have all the necessary equipment (private or shared offices, meeting rooms, computer equipment, generator), as well as a kitchen and several toilets available to the staff during the hours of service. 2 vehicles are available in Ouagadougou, and 1 in Dori. MdME also has premises in Dori for its field team, with all the necessary amenities (private offices, kitchen, bathrooms, meeting room, computer equipment). Dori's office is located in the center of the city, not far from the town hall, at Sector No. 1, behind the UNHCR office and next to the VSF office. We share the same courtyard (cohabitation, but with different buildings) with the NGO OXFAM which intervenes in the wash, the security agents of the two (02) organizations jointly ensure the security of the premises. The latter also ensure the filtering of entries. The Sebba office (RESA consortium office) is also located in the center of the city. The office also has the necessary equipment for the proper functioning (Private or shared offices, meeting room, computer equipment divided between the consortium staff as needed and a solar system device to compensate for load shedding). The premises are managed by the NGO HI, which deals with the support component (logistics and administration) in the field. Two (02) vehicles are also available in Sebba for the activities of the consortium of four (04) organizations.

Human resources: The MdME mission team in Burkina Faso is composed of 51 people including two (02) expatriates who are based in Ouagadougou, the forty-nine (49) nationals are distributed on different bases (Djibo, Aribinda, Dori, Sebba and Ouagadougou). Coordination with headquarters in Madrid is done on a regular basis to ensure proper planning, implementation and monitoring of activities.

Technical and financial partners in the field: Médicos del Mundo works in consortium with the Red Cross Belgium in the Sahel precisely Djibo and Dori in a project of assistance, protection of displaced households and children under five (05) years against malnutrition. And in the Yagha with three (03) humanitarian organizations namely Humanity and Inclusion (HI), the Spanish Red Cross and Veterinarians Without Borders Belgium (VSF) in a project of resilience and food security. The other technical partners of Médicos del Mundo are, among others: the provincial Health Districts, the Dori Regional Hospital Center, the Medical Centers with Surgical Antenna, the Health and Social Promotion Centers, the Regional Health Department, which are dismemberment of the Ministry of Health at the Regional level, the Regional Directorate of Basic Education and community-based associations (ACD Naangue, Khoolesmen, CURAL Yagha, etc.). Médicos del Mundo participates at the national level in all consultation frameworks concerning health in general and nutrition in particular and discusses with international technical and financial partners such as the agencies of the European Union or the United Nations.

Security context: The security context in Burkina Faso especially in the capital Ouagadougou is at an acceptable level. After the last attack in the center of Ouagadougou on March 2, 2018, the Burkinabè state strengthened security measures to protect people and property. Médicos del Mundo urges its expatriate staff to limit travel to places with high numbers of Westerners. Avoid walking alone nights. Being reachable 24/24 by the logistics.

Terrorism: Ouagadougou has been hit by several terrorist attacks since 2016. The Burkinabè state has strengthened security measures to protect people and property. Terrorist acts towards the North and East of the country (a border area with Mali and Niger) are highlighted. In the center and in most cities, the Burkinabe state has put in place response strategies to secure the instructions of the state, people and property.

Security and crime: National security has an acceptable level but there is some act of banditry in the city of Ouagadougou, Bobo Dioulasso especially in the center to the commercial area and generally in major cities and areas with strong commercial activity (Pama for example in the Eastern region).

Security measures taken by MdM / tools used: Médicos del Mundo in its policy of neutrality, works more on the acceptance and protection of the staff and the assets of the organization and to do so, it has put in place tools of security management which are always validated by the headquarters in Madrid. It has also set up tools in the field to better monitor the security context. The security rules will be shared with all volunteers for an acquaintance prior to their deployment in the field. Assistance is also available from headquarters, including a security officer, a gender advisor, and a psychological intervention protocol for emergencies.

Health risks: Vaccination against yellow fever is mandatory. It is to be done in an approved center. Anti-malarial treatment is to be expected, as well as vaccines for food hygiene (typhoid fever and hepatitis A.). A first aid kit will be available to volunteers at their homes.

Natural disasters: In Burkina Faso, natural disasters are most often cases of floods. The reasons for the floods in the big cities are explained by the fact that the drainage channels are blocked.

Tasks

The objective of the volunteer is to strengthen the skills of the support team and all staff by:
Administering and ensuring the operation and operation of one or more hardware or software elements (tools, networks, databases, messaging, ...) at the group level.

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

The volunteer must be available for his/her assignment from May 2019 until July 2019. This aspect, along with being proficient in French, are non-negotiable and exception criteria.

Not all these competences are exception criteria as long as the candidate can show expertise in performing the tasks which the job position involves. His/her motivation will be similarly taken into account. Therefore, a motivation letter should be submitted explaining what drives the candidate to be a volunteer with us.

The EU Aid Volunteer will be based in Ouagadougou. The general atmosphere in Ouagadougou is good. However, it is advisable to be cautious when traveling, especially at night, and to avoid certain places with high numbers of Westerners.
- Length of Deployment: 3 months (May 2019 – July 2019)
- A monthly Subsistence Lump Sum (572,10 Euros per month) in the local currency (CFA francs), that intends to cover basic needs and local transport. The best restaurants will be identified to allow volunteers to have a varied diet and to eat in good hygienic conditions. In general it is easy to eat in the capital.
- In addition, for each month of deployment 100 Euros of post-deployment resettlement allowance is foreseen
- Accommodation, Visa fees, insurance and airfares will be covered.
- The working calendar will be corresponding to the agenda and system established in the field. The working hours are: 8h00mn -16h30mn with a break of 30 mn between 12h30-1h00, from Monday to Friday.
An office will be placed at the disposal of the volunteer on the premises of MdME in Ouagadougou, as well as material resources: mobile phone, endowment of monthly communication credits, computer, etc.
- For each month of voluntary activity two days of rest are foreseen, in addition to public holidays. It is highly recommended not to use the rest days during the first and the last month of deployment.
Médicos del Mundo Burkina will make the necessary arrangements to facilitate the movement of volunteers on the ground. To minimize traffic accidents, travel will only be by vehicle (no 2-wheelers allowed). A night driver will be recruited to better respond to the emergencies of volunteers.
The accommodation of volunteers will be provided by MdME, as well as the management of the security of the buildings (guards). All housing costs (electricity bills, water ...) will be provided by MdME. MdME make every effort to put the volunteers in good housing conditions.

Selection process

Shortlisting and interviews are expected to take place on a rolling basis (January-February 2019) with the Deployment commencing in May 2019.

Skype interviews will be held with shortlisted candidates.
The successful candidates will attend a mandatory online and on-site training provided by the EU before her/his deployment.
The on-site training will have a mandatory section for all the candidates as well as some optional modules, to be provided according to the competences of each candidate EU Aid Volunteer and the needs of the Hosting organisation.
Please note that all costs incurred in relation to the EU on-site training (EU travel, full-board accommodation, and the course itself) will be fully covered.
This mandatory training will take place in March-April 2019.
Important notice: additional candidates may be shortlisted for a single position and proposed for the EU Aid Volunteers training. This is to ensure that for each position, substitute volunteers may be chosen to replace a candidate in case he or she resigns or is no longer available. Where more than one candidate has been shortlisted for a single position, final selection will take place following the training.
