The project “EU Aid Volunteers increasing protection capacities of local communities and organisations in humanitarian contexts” led by Alianza por la Solidaridad aims at contributing the involvement of EU Capacity to provide protection in contexts with specific vulnerabilities, through the involvement of 57 EU Aid Volunteers (43 deployed plus 14 online) in 13 countries of 4 different geographic areas.

Alianza por la Solidaridad is the sending organisation and Alianza por la Solidaridad Jordan is the hosting organisation. None of them are faith-based organisations.

Jordan started a comprehensive political reform process a decade ago. For the first time, in 2016, the Election Law adopted the concept of proportional representation at the national level to pave the way for the emergence of political blocs and coalitions. This will help consolidating partisan work and spreading democratic culture. Despite Jordanian women’s conditions have improved significantly in the political, economic, and social areas in recent decades (e.g.abolition of the article 308 of the Jordanian Criminal Code that allowed a sexual criminal to avoid punishment by marrying his victim), the law, discriminatory policies and perceptions against women exist and important inequalities remain between communities and geographic areas. Traditional attitudes and inequities limit women’s participation in civil society and political life, especially in rural areas.
The population increase (Syrian population in Jordan grew around 3% in 2018) has aggravated structural challenges related to public service delivery, particularly in governorates hosting the largest number of refugees. Municipal services, such as education, health, garbage collection, water, electricity and transportation are overtaxed and strained. The psychosocial support needs of the communities has increased every year since 2011. Differences in culture, religiosity and marriage patterns are also points of friction, the latter particularly among women. Tribal differences boost disagreements in some cases, but tribal structures are often a source of stability. Among the Jordanian population, women face higher levels of unemployment, lower wages and are less protected by social security than men. At risk of increased vulnerability are poor households, female-headed households, VAW/G survivors; children without parental care; working children and persons with disabilities. According to the Jordan Response Plan 2018-2020, domestic violence, child marriage and sexual violence were the main forms of SGBV reported by refugees in 2017. Syrian women and girl’s refugees are facing significant and increasing protection needs as their displacement lengthens, although due to different barriers (social, cultural, financial, unawareness, inaccessibility, etc.). Most of them do not seek help from formal sources and cope silently with violence or with support from untrained friends, family members and neighbours.

Security context:

Instability in the region, particularly in Syria and Iraq, and presence of the Islamic State affect security in Jordan. Social conflict (generally low) fluctuates with events in neighboring countries. Seven years of war in the surrounding region, continued pressures of large refugee populations and economic reform programmes have helped create an atmosphere in which protests often occur. Pacific demonstrations against the rise of prices of primary products are also common. Crime levels are generally low. Most crime is limited to pick pocketing, occasional bag snatching and theft from cars. Reports of cases of sexual assault against foreign women are still low, but there has been an increase in reports in recent years. Therefore, Alianza por la Solidaridad has a solid Security Plan which must be scrupulously respected by volunteers and staff in order to minimize security incidents. The rules and protocols to be followed are mainly related to mobility and displacement, documentation, registration in the pertinent Embassy or consulate, and other practicalities of daily life such as avoidance of political gatherings and demonstrations; avoidance of centres of other towns and cities after Friday midday prayers.

Tasks
Project Cycle Management Support

a.Contribute to the planning of the interventions with local partners in accordance with donor regulations, under the supervision of Project Manager in the field.
b.Visit project activities and draft monitoring reports under the MEAL system of the project.
c.Compilation and review of verification sources of project in accordance with donor regulations.
d. Support project planning meetings and follow up of the calendar of activities within the project work plan.
e. Support for the proposal writing related to gender/GVB/SGBV
f. Support in the search for new donors for the organization.
g. Monitoring and updating of the JORISS ( government monitoring application), UNHCR and UN activity info, AECID monthly report.
h. Represent Alianza in coordination meetings with other actors and draft meeting minutes.

Context Analysis Updates

a. Elaboration of periodic context and situational analysis or reports with emphasis on Humanitarian and/or Gender issues.
b. Analysis of existing documents on GBV and women situation in Jordan.
c. monitoring of surveys, consultancies, etc related to the activities of the projects

Capacity building

a. Provide capacity building to local implementing partners as to Gender and SGBV issues and donor technical requirements for GBV project´s follow up and implementation.

Communication and Awareness on EU Aid Volunteers Initiative

a. Draft and publish articles describing volunteer's experience in the field and keeping active in social networks;
e. Gather audiovisual materials to be used in public awareness activities in the volunteer's hosting community and/or local community in Europe;
f. In coordination with the NGOs partner of the project, organize and execute a public awareness activity in the hosting country and once back in Europe.

Required competences

- Degree in Law or Social Sciences Studies (Social Work, Anthropology, Psychology, etc.).

- Additional studies in gender and development, gender-based violence or humanitarian action

- Competences in project design, planning, implementation, monitoring, and evaluation, from a gender perspective and human rights approach

- Presentation skills; expository writing and speaking

- Excellent command of Excel and full Microsoft Office package.

- Languages: English C1, Spanish B2, Arabic will be an asset.

- Desirable previous experience in developing countries and/or in volunteering activities.

- Good interpersonal and communication skills.

- Knowledge of the Middle East context will be an asset.

- Adaptability, self-awareness and inter-personal skills to adapt to different working styles and cultural contexts.

- Ability to work collaboratively and train others.

- Intercultural awareness and respectful attitude towards other customs and traditions.

- Motivation for promoting local and social development.

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

Only applicants available for in-presence training for 9 days in April will be eligible (exact dates will be confirmed later on).

Condition of service

The EU Aid Volunteer will attend a 30-hours online training and a minimum of 9-days in presence training before her/his deployment.

The on-site training costs (EU travel, full-board accommodation, and the course itself) are fully covered by the training provider. Travel outside the EU will be covered only for:
- EU citizens who legally reside in a non-EU country for long-term or forever (i.e. who live in that country);
- EU citizens who are on a temporary assignment in a third country that lasts more than 18 months (i.e. who work in a third country).

Additional candidate volunteers will be trained above the number planned for deployment in order to create a reserve pool to cover drop-outs and unforeseen needs. Therefore, it is possible that for 1 position more than 1 candidate is going to be trained. The final decision will be always taken after the training.

• Conditions of service during deployment
A monthly Subsistence Lump Sum (395.64 Euro per month) intends to cover basic needs and local transport.
In addition, for each month of deployment 100 euro of post deployment resettlement allowance are foreseen
Accommodation, Visa fees, insurance and airfares will be covered directly by sending and/or hosting organization.
The working calendar will be corresponding to the agenda and system established in the field.
For each month of voluntary activity two days of rest are foreseen, in addition to public holidays. It is highly recommended not to use the rest days during the first and the last month of deployment

Selection process

From 01/03/2019 to 21/03/2019.

• All the interviews will be done online.
• The pre-selected candidate/s for each vacancy will be notified by email. The date of the notification may vary according to the number of application received;
• The selected candidate/s will attend an online and in-presence training, which are part of the selection process;
• PLEASE NOTE THAT MORE THAN ONE CANDIDATE PER POSITION MAY ATTEND THE TRAINING;
• THE FINAL DECISION ABOUT THE CANDIDATE TO BE DEPLOYED WILL BE TAKEN JUST BY SENDING AND HOSTING ORGANISATIONS AFTER THE TRAINING

Date of training
In-presence training will last for a minimum of 9 days, starting approximately in end of April, The training will take place in Spanish or French.
Pre-deployment preparation and induction
