Orissa, State of India is prone to disasters due to its geographical position. Cyclones, floods and droughts are annual occurrences in the coastal and northern districts of Orissa, especially causing damages to lives, household and livelihood assets, and community development. Enhanced risks due to lack of preparedness can turn minor emergencies into disasters. Orissa State Volunteers and Social Workers Association (OSVSWA) is initiating a project that seeks to reduce social, economic and physical vulnerabilities through disaster preparedness of local stakeholders in the project area.


The key project components are:

  • preparation of multi-hazard disaster management plans at local level,
  • formation of different groups to respond to hazards,

capacity building of all stakeholders at local level in disaster management, and vulnerability reduction through linkages with existing development programmes.

OSVSWA is implementing its community based disaster management projects and programs in the Astaranga Block (coastal) and Daspalla Block (tribal) in Odisha. The EU Aid Volunteer will be placed at Bhubaneswar and travel to field sites as per the requirement. Project staff will support the EU Aid Volunteer in facilitating the local activities. The working atmosphere in the local community in these areas is generally welcoming. Since OSVSWA has a long presence in the project area, security and safety issues are ensured.

Needs Assessment analysis and monitoring tasks:

Field visit and interaction with community and other stakeholders
Understanding the community dynamics on disaster risk and management
Review the related policy and programs available online and offline mode

Capacity building and projets management tasks:

Strengthening local volunteering in their projects management skills
Preparation of case studies and rehabilitation plans
Support the field team for execution of community based initiatives / plans and programs
Development of innovative projects for local communities
Identification of funders and support for implementation of innovative projects

Public relations and dissemination

Identification and interaction with government and other relevant stakeholders
Communication, linkages and networking with institutions, donors and individuals


Required competences

The volunteer should have : 

  • Knowledge on disaster risk, preparedness and management
  • Project monitoring and assessment  
  • Communication with stakeholders
  • Ready to work with groups at local level (Gender issues)  
  • Organizational development and capacity building
  • Data analysis and report writing
  • Fund raising ideas 
  • Fluent English

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

The selection will be done following equal treatment and non discrimination criterias.

Condition of service

The EU Aid Volunteer will understand the ground realities in development scenario and come up with set of recommendations for the executing organization for effective delivery of the project activities.
Thanks to the projects supported, the volunteers will have the opportunity to learn new practices and tools to develop and monitor local projects.
Through the work the EU Aid Volunteer can have the opportunity to learn basis of local language.

The EU Aid Volunteer will be based at the state capital city and will make field visits as per the requirements alongwith the field staffs. He / she will use the office space of the organization, internet, printer and copier machine for their work. He / she should bring their own laptop for use during the assignment.

In Bhubaneswar: Accommodation near to the office will be arranged for them with facilities like bed, kitchen, bathroom, and other basic facilities. They can cook / prepare food for them as per their choice. Office will provide tea and snacks 2 times (morning / afternoon) only.
In Field: Accommodation will be arranged in local guest house / host house / community hall etc as per the availability. A field staff will be available with volunteers during their stay in villages.

Selection process

The candidate has to sent the following documents to
- his/her application form SuD HAV
- his/her self assessment questionnaire
- his/her CV europass

Between the 01/03 and the 16/03/2018: the pre-selected candidates will have a Skype interview with ADICE and OSVSWA.

Between the 19/03 and the 31/03/2018: the candidates interviewed will know if they are selected to participate to the pre-departure training.

Between April and May 2018: The pre-selected candidates will participate to an online and face-to-face pre-departure trainings.

The final selection will be done after the pre-departure trainings at the end of May / beginning of June 2018.

Important notice: additional candidates may be shortlisted for a single position and proposed for the EU Aid Volunteers training. This is to ensure that for each position, substitute volunteers may be chosen to replace the candidate in case he or she resigns or is no longer available. Where more than one candidate has been shortlisted for a single position, final selection takes places following the training.
