The EU Regulation of the European Parliament and the Council establishing the European Voluntary Humanitarian Aid Corps – EU Aid Volunteers and related legislation create a framework for joint contributions from European volunteers to support and complement humanitarian aid in third countries.

Therefore, the EU Aid Volunteers Initiative provides opportunities to European citizens and long-term residents, from a wide range of backgrounds and with a diversity of skills and professional experience, to get involved in humanitarian aid projects, support the provision of needs-based humanitarian aid in third countries and engage in volunteering opportunities, through deployment and online-volunteering.

The initiative focuses on strengthening the European Union's capacity to deliver needs-based humanitarian aid by providing professional support through the deployment of trained volunteers to people in need. Furthermore, it aims to strengthen the capacity and resilience of vulnerable communities in third countries, through the implementation of joint projects between experienced humanitarian operators and local organizations in third countries.

The EU Aid Volunteers programme offers:

  • Opportunities for European citizens to become EU Aid Volunteers in humanitarian projects worldwide, showing solidarity with those who most need it,
  • Professional support by trained and well-prepared volunteers to communities affected by disaster,
  • Capacity building for local staff and volunteers of organisations in countries hit by disasters,
  • Technical assistance for organisations based in Europe to strengthen their capacity to participate in the EU Aid Volunteers initiative.

GVC (Italy) and Alianza por la Solidaridad (Spain) are international non-governmental organizations having joined their expertise in management of humanitarian action worldwide and now implement the “EU Aid Volunteers in Action” project.

The objective is adding value to ECHO and other Humanitarian Operations with the support of 38 trained EU Aid Volunteers working within 11 local organizations.

18 senior (more than 5 years of professional experience) and 20 junior (less than 5 years of professional experience) volunteers will be deployed in 8 countries (Cuba, Guatemala, Haiti, Jordan, Lebanon, Nicaragua, Saint Vincent and the Grenadines, Tunisia).

The project aims also at building the capacities of local organizations in hosting volunteers, preventing emergencies and being prepared in case of disaster.

Moreover, Europeans and locals will work together to strengthen the resilience capacity of vulnerable communities in least developed and fragile countries.

Humanitarian Context
Tunisia’s Human Development Index value for 2016 is 0.721 positioning it at 96 out of 188 countries and territories.
Tunisia is located at the crossroads of Europe, the Middle East and Sub-Saharan Africa. This position lead to numerous waves of migrations and a big influence of neighboring countries, (namely Libya and Algeria). Despite the economic crisis, Tunisia was the only country of the Arab Spring that established a peaceful transition of power.
The main challenges of the country are:
• Reducing inequalities and improving access to basic social services: in connection with the economic crisis and unemployment, a growing number of vulnerable groups (especially younger people and women) is likely to fall into poverty with imitated access to basic social services;
• The response to the humanitarian crisis caused by the Libyan conflict: the Libyan crisis poses additional challenges to stability and development in Tunisia. In 2011 there has been a massive arrivals of refugees in Tunisia from the Libyan border. The refugees flow decreased during the following years for a number of reasons (among the others the closure of the Libyan-Tunisian border). Tunisia still lack and is finalizing a national asylum law. In 2015 here was a significant drop in the number of refugees and asylum-seekers, from approximately 1,100 at the beginning of 2015 to 760 at year end, as most pending asylum applications were processed and Syrians moved onward to Europe. The situation in Libya remained a potential source of arrivals, both by land and sea. In 2015, some 940 individuals travelling in seven boats were rescued at sea; among them were 150 asylum-seekers.
• Preparedness and management of natural disasters capacity
The current situation on Libyan border and some events occurred in the recent years (avian flu or H1N1 outbreaks, locusts pilgrims flood 2003) revealed a new challenge for the country: strengthening disaster management capacity, including preparedness and recovery.

Security conditions
In December 2010, protests against the Ben Ali regime escalated when a street vendor, Mohamed Bouazizi, set himself on fire after being humiliated by a government official. Demonstrations grew in size, spread to the capital, Tunis, and on January 14 Ben Ali fled the country for Saudi Arabia. Since Ben Ali's departure an interim government has ruled. Protests have continued intermittently since.
As in any transitions, insecurity and violence remain a latent problem in some urban centers and inside of the country, the pressing demands of economic and social improvement which also fueled the revolution have gained importance in the public debate and triggered an avalanche of claims in all sectors of society. It must be added an increase in crime.
Finally, Tunisia faces a jihadist threat that arises as much from its own national territory as from neighboring Libya. Terrorism represent a serious security challenge. The security situation remained unstable.
The volunteer will be hosted by GVC Tunisia, responsible of coordination and implementation of activities at national level. GVC Tunisia is active since 2011 both in humanitarian and development actions responding to the refugees and migration crises and supporting local communities in rural areas. Young people and women are the main target of the GVC Tunisia ongoing projects improving their resilience capacity and their participation in economic, social and political life.
The volunteer will also work in direct coordination with local implementing partners aiming to building local community resilience to disasters.

Technical tasks

• Contributing to the creation of materials to be published on the website and on the social media
• Planning the production of web contents
• Manage communication on social networks
• Treating direct communication with donors and funders of the organization
• Preparation and publication of the monthly newsletter
• Promote awareness campaigns and collection of funds
• Manage and enrich the photo and video archive of GVC Tunisia
• Writing of articles and press releases

Coordination tasks

• Manage and implement all the sectoral activities that may be needed
• Participate in the meetings staff and with the Headquarter

Communication and Awareness on EU Aid Volunteers Initiative

a. Promote local volunteerism in disaster risk reduction, prevention and response;
b. Train local volunteers on organization and implementation of volunteer-based activities, when applicable;
c. Promote partnerships and collaboration between local and European organizations;
d. Draft and publish articles describing volunteer's experience in the field;
e. Gather audiovisual materials to be used in a public awareness activity in the volunteer's local community in Europe;
f. In coordination with the NGOs partner of the project, organize and execute a public awareness activity once back in Europe.

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

Availability for training in presence starting from mid October 2017, availability for the deployment starting from January 2018.

Condition of service

The Volunteer will attend a 30-hours online training and a 10-days in presence training before her/his deployment.
The contents of her/his training will be decided according to the competences of the Volunteer and the needs of the hosting organization.
During the apprenticeship (if foreseen), the Volunteer will have the chance to experience the work in a sending organization; during the deployment, she/he will improve languages skills and the ability to work in an international context. His/her professional skills will be strengthen.

Length of Deployment:
• 3 months
Deployment duty station:
• Tunis, Tunisia, with missions in the field
Conditions of service during deployment:
• A monthly Subsistence Lump Sum (282,80 Euro per month) intends to cover basic needs and local transport.
• Accommodation, Visa fees, insurance and airfares will be covered.
• The working calendar will be corresponding to the agenda and system established in the field.
• For each month of voluntary activity two days of rest are foreseen.
• For each month of deployment 100 euro of post deployment resettlement allowance are foreseen.

Conditions related to in-presence training:
• If a candidate volunteer is working outside of the EU, travel costs will be fully covered if EU citizens legally reside in a non-EU country for long-term or forever (i.e. who live in that country);
• EU citizens who are on a temporary assignment in a third country that lasts more than 18 months;
On the contrary, only travel costs from an EU country to the training venue shall be covered if:
• EU citizens on a temporary assignment in a third country that lasts less than 18 months
• EU citizens selected by the same organization or affiliate with which they have an on-going assignment in the third country if this assignment is longer than 18 months.
• Please note that additional candidate volunteers will be trained above the number planned for deployment, to create an additional pool to cover drop-outs and unforeseen needs.

Selection process

To apply, the candidate shall fulfill the Application Form online, attach the CV, a Motivation Letter and the Self-Assessment Questionnaire.
• Submission of applications: from 15/05/2016 to 15/06/2017;
• Shortlisting and interviews of the candidates: from 16/06/2017 to 24/07/2017.

In case of changes of the dates, the candidates will be notified.

• After the shortlisting, the preselected candidates will be notified and a Skype interview will be fixed;
• The selected candidate/s for each vacancy will be notified by 01/08/2017. Once selected, the candidate/s will be contacted by EACEA to organize the participation to an online and in-presence training;
• Only one candidate will be selected as the Volunteer for the effective deployment: the final decision will be taken after the training, according with the feedbacks of the trainers.

Date of training
In-presence training will take place in the Netherlands at mid October 2017. Training sessions will be in French or English.
Pre-deployment preparation and induction
Pre-deployment briefing is foreseen at GVC HQ in Bologna before the departure. Two days of specific training are foreseen in Tunisia at her/his arrival.
Deployment is foreseen to start on 02/01/2018, depending on the needs of the Hosting Organization and of the Volunteer
